PIN currently invites applicants for the position of Access Manager

Length of Contract: Definite Until December 31, 2024

Place of Work: – Based in Hawassa Sidama Region with frequent travel to PIN’s project sites in SNPPR, Sidama, Oromia, Tigray and/or other regions as required.

Salary: 35,940

 JOB OVERVIEW:

Access Manager (AM) is an essential team member of Ethiopia CP Logistics Unit. AM is responsible for PIN field-based approach to access and security aspects of PIN operations in high-risk conflict environments, with the guidance and supervision from the Saftey and Access Unit Coordinator

Responsibilities

· Closely coordinates access and security requirements with the Safety and Access Unit Coordinator

· Directly communicates with PIN staff about access and security related responsibilities and systematically working with the Safety and Access Unit Coordinator.

· Continuously assesses threats in high-risk conflict areas where PIN operates, quickly providing updates to the Safety and Access Unit Coordinator and CD for enabling to adjust PIN operations based on risk assessment results.

·  Contributes to CP contingency planning, supporting phases of preparedness and execution.

·  Conducts specific access and security assessments as per PIN needs, i.e. area assessment, road assessment and actors’ analysis.

·  Maps existing local services and referral systems in PIN interventions areas to access and/or mobilize when a crisis occurs.

·  Responsible for comprehensive procedures concerning PIN staff and cargo movement, travel clearances, verification of situation along access routes and areas of PIN operations.

·  Closely collaborates with the Safety and Access Unit Coordinator and CD to deliver context specific briefings and security training for PIN staff.

·  Oversees workable relations with local authorities and other key actors shaping the         Security environment. Engages with existing humanitarian partners and national     networks on case management.

· Designs PIN procedures for usage of various communication tools; personal protective       equipment; hibernation, relocation and evacuation equipment.

·  Administers needs and functionality of sat phones within the CP. Oversees in close cooperation with the Safety and Access Unit Coordinator the necessary registration process of the sat phones.

· Maintains information network to provide corroborated information and early warnings

·  In charge of pertinent system of security flash alerts for PIN staff

·  Troubleshoots access and security issues as per authority given by the Saftey and Access Unit Coordinator and Country Director.

·  Is an essential member of PIN crisis management team with focus on prevention, preparedness and response measures? Contributes into timely management of and learning from security incidents in line with PIN Security policy & procedures.

·  Represents PIN at access and security forums, regularly networks with NGO colleagues on similar positions.

·  Follows PIN involvement in potential deconfliction mechanisms and provides regular updates to the Saftey and Access Unit Coordinator and CD.

·  Regularly updates access, security and safety related documentation for PIN intervention areas, i.e. access strategy, risk assessment, (SOPs for specific intervention areas, medical access plans.

·  Ensures that effective and accountable report handling procedures related to the security system are in place and applied in PIN intervention areas.

Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

· Carry out the duties in accordance with the PIN Code of Conduct and Key policies.

·  Participate in training and awareness raising (CoC and KP, Safeguarding…).

· Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.

· Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.

· Create and maintain a fulfilling and protective environment

 Other: other assignments corresponding to actual needs of the project, program or mission up on the request of line manager/CMT member 

General obligations and responsibilities

The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).

PIN is a relief and development organization whose aim is to help and assist needy people. The Employee’s position within the institution requires contacts with outside; he or she therefore conveys a certain image of the PIN. PIN expects its Employees to behave in appropriate manners at all times and in all places. All members of staff should ensure their attitudes correspond to PIN principles, both during and after working hours.

The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.

Job Requirements

  •  BSC Degree in Business and Administration, Logistics, Transport and Supply Chain,     Communications, PR and Journalism and other related and relevant fields of studies
  • Minimum 4 year Experience  in Solid assessment, evaluation, analysis and strategic planning skills.
  • Basic knowledge and experience in development of security related technical tools guidelines and systems.
  • Strong oral and written communication skills.
  • Able to travel to the field very frequently and stay in the field as per field necessity.

NGO experience is advantageous

  • Good networking, representation and coordination and negotiation skills with stakeholders,
  • government and other agencies.
  • Planning, coordination and report writing skills
  • Good communication and capacity to work under stress
  • Good command of MS Package (Word, Excel, Power Point and Outlook)
  • Knowledge of spoken & written Amharic, English
