EOC-DICAC is a recognized & licensed non-profit charitable local NGO working for the benefit of vulnerable communities in Ethiopia to attain self-reliance by tackling the root causes of poverty, migration, climate change, conflict, public health illiteracy problems by promoting sustainable development programs. Since 1972, EOC-DICAC has been engaged in development and humanitarian interventions all over the country. Therefore, EOC-DICAC would like to invite dynamic and creative applicant for the following vacant post.
Introduction
EOC-DICAC is seeking a Senior Technical Assistant (STA) to support immunization, health security, and nutrition programmes under the CDC-SIPI, CGPP-HSA, and other health related initiatives. This position will play a key role in strengthening immunization programme implementation—particularly in the Amhara region, with potential support to other regions as needed.
The CDC-SIPI will be a four to five years project determined by CCRDA/CGPP. Both are USG-funded initiatives implemented by EOC-DICAC in collaboration with SCI and in partnership with CCRDA/CGPP focuses on improving Immunization services, early disease detection capacity and contributing to national and regional health security objectives.
Main duties and responsibilities
The Senior Technical Assistant (STA) will provide technical support to enhance immunization programs and promote a One Health approach. This includes supporting evidence-based decision-making, community-based surveillance, and workforce development to mitigate the impact of infectious disease outbreaks. The TA will work closely with key stakeholders in human and animal health sectors, project coordinators, and government counterparts to ensure alignment with national and international standards
Key Responsibilities
- Support the development of annual and sub-annual project plans, micro-plans, and related planning, monitoring, and reporting tools to the projects.
- Coordinate and actively take part in the development of health related concept note and full-fledged project proposals.
- Provide high-quality technical assistance on immunization, applying best practices and aligning with national strategies.
- Promote an integrated technical approach to immunization and One Health across project activities to maximize impact
- Contribute to the development and implementation of innovative solutions to expand program reach and effectiveness.
- Assist in aligning training materials and learning resources with government policies, and facilitate test new tools and methodologies.
- Participate in disease surveillance and early detection of vaccine-preventable, zoonotic, and other public health priority diseases at national, regional, and sub-regional levels.
- Analyze program data, identify trends, and propose/adapt technical solutions in collaboration with project teams and partners.
- Ensure data confidentiality and integrity in line with national, EOC-DICAC, partner, and USG data protection guidelines.
- Conduct capacity needs assessments for staff and stakeholders, and recommend appropriate training interventions
- Contribute to the development of health related monitoring tools and indicators.
- Work with MEAL and communications teams to document best practices and lessons learned.
- Monitor progress toward project outputs, outcomes, and impacts using baseline data.
- Ensure timely and accurate data collection, management, and reporting through digital surveillance systems.
- Represent the organization in national and regional task forces and cluster meetings.
- Facilitate national, regional, and sub-regional project review meetings.
- Prepare and submit monthly, quarterly, biannual, and annual project implementation reports aligning with finance reports.

About You
Job Requirements
- Master’s Degree in Public Health from a recognized university and a minimum of 6 years work experience in epidemiology and the control of vaccine-preventable diseases.
- Training in Expanded Program on Immunization (EPI), Maternal and Child Health (MCH), One Health Approach / Health Security-related Activity fields.
- Experience working with NGOs in related fields.
- Proven track record in capacity building, participatory program implementation, and alignment with government strategies.
- Demonstrated ability to provide technical assistance and ensure quality assurance in EPI and One Health programming.
- Strong oral and written communication skills.
- Willingness to travel frequently to project implementation areas.
- Proven experience in health related project proposal development, monitoring and evaluation.
- Ability to work in multi-cultural environments and under pressure.
- Proficient in Microsoft office and health information system.
