Job Description

The Environmental Health Coordinator reports to the senior EH Coordinator and is responsible for technical oversight & support of water, sanitation, and hygiene promotion projects, and building the capacity of EH staff in two IRC field offices to implement EH projects.

Major Responsibilities:

Project implementation:

  • Ensure that EH projects in two field offices are implemented in a timely and professional manner, according to goal, objectives, and indicators and in line with sphere/UNHCR standards and donor requirements and beneficiary needs.
  • Ensure proper data collection for internal and donor reporting. Collected data shall be accessible to EH-Addis team to comment and review as required. Documentation of EH activities and experience at field office level shall be archived in chronological order to easily track progressive achievements of IRC work.
  • Conduct needs assessments, project review assessments, and post-project impact assessments as needed and directed.
  • Coordinate with Senior Sanitation and Hygiene Promotion Manager, WPE coordinator, EH-MEAL Manager and other technical unit members to ensure targeted support and effective, quality programming.
  • Provide guidance to EH manager and review technical designs of WASH systems, ensure the quality of designs reports meet required standards.

Monitoring & evaluation:

  • Maintain a regular system of project progress monitoring, evaluation and reporting.
  • Ensure standard IRC WASH SOPs are effectively and consistently implemented in IRC projects and ensure program quality in two project sites.
  • Conduct supportive regular technical project monitoring visits to project sites.
  • Strive to increase program quality through all stages of implementation and aspects of WASH program. Develop and maintain systems to measure impact and quality in assigned projects.

Capacity building:

  • Monitor ongoing capacity EH team/team members, identify gaps and plan capacity building activities (online trainings, job swap, experience sharing visits, e.t.c.)  to improve overall team capacity.
  • Mentor and support EH managers to increase their ability to perform effectively in budget management and project implementation.
  • Coordinate with specific technical leads (Senior EH Officer, Senior Water Technician Manager, EH-MEAL Manager, Senior Sanitation and Hygiene Manager) to provide training and develop project tracking tools.
  • Support the EH field staff in designing & organizing training/workshops for members of the refugee, IDPs and host communities.

Proposals:

  • Supervise/conduct/review needs assessments in the sector of water and sanitation, hygiene and health promotion when required.
  • Actively participate in drafting preparation of proposals, especially log frame, technical description, and budget development.

Human Resources / Staffing:

  • Support EH Managers in two IRC field offices to ensure technical program quality in all IRC WASH programing in the field offices.
  •  Review existing EH staffing organogram in two field offices, identify staffing needs that match # of projects in the fiscal year and lead recruitment as required.
  • Manage EH managers performance in close consultation with field Coordinators as per procedures and guideline of IRC performance review guidelines.
  • Strive to improve and maintain overall team atmosphere and foster team-building relationships- take immediate proactive measures when gaps in teamwork are observed.

Logistics /Finance:

  • Review budget utilization status of active grants in two field offices using IRC’s available budget tracking tools (Excel, Integra, PBI) and ensure proper utilization of budget and ensure budget use compliance in line with donor flexibility rule. Share budget utilization review report to senior Environmental Health Coordinator on monthly basis.
  • Liaise with IRC human resources, supply chain and Finance Departments to ensure smooth operational support is provided to field staff.
  • Raise and flag delays in operation, implementation, incidents to senior Environmental Health Coordinator and other concerned sectoral focal and follow up on actions.
  • Develop and maintain tools to monitor project progress, financial commitments, and expenditures against physical targets and budget plans.
  • Maintain budget plans & monitor spending for allocated EH budgets.

Partnership

  • Collaborate with partners on project design, review and provide feedback to partners on program reports and monitoring outcomes.
  • Review & reflect on project performance, pro-actively anticipate and resolve any issues impacting partnership performance.

Reporting:

  • Provide timely trip reports and/or monthly grant progress reports to Senior EH Coordinator.
  • Ensure and coordinate timely production of monthly reports by EH staff based on qualitative and quantitative indicators of project status.
  • Provide input as required to complete donor reports.

Coordination and Representation:

  • Build linkages/networks with WASH stakeholders in Ethiopia to build and share experience and facilitate with partnerships.
  • Whenever assigned, represent the IRC program in various forums/meetings to local client communities, government departments, international agencies, local partners and donors as required.
  • Assist in organizing and facilitating donor and partner site visits as needed.

Others:

  • Any other duty as assigned by senior Environmental Health Coordinator.

Safeguarding Responsibilities: –

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

Job Requirements:

Education:

  • University degree (Masters degree level preferred) in civil, water resource engineering, environmental or public health or other related field.

Work Experience and Skills:

  • A Minimum of Six years of working experience in EH, preferably in a humanitarian setting (refugee camps, rural development, or emergency response)
  • Experience of supervising staff and interaction with international staff and partners and donors.
  • Proven management, project planning, organizational, interpersonal, and communication skills.
  • Competent in Windows, MS office programs, email and database experience.

Language Skills:

  • Fluency in English (written and speaking)
