Job Description

Background

Cheshire Foundation Action for Inclusion (CF-AI) is a local, nonprofit, non-governmental organization established in 1985, and legally registered by the Authority for Civil Society Organizations (ACSO) under registration number 0298 in accordance with proclamation No. 113/2019. CF-AI works in the regions of Amhara, Oromia, and Addis Ababa City Administration. The organization’s mission is focused on disability prevention, rehabilitation, inclusion, and mainstreaming, employing Community-Based Inclusive Development (CBID) as its core strategy.

As part of its efforts to reduce vulnerability and improve the resilience of persons with disabilities, particularly in disaster-prone areas, CF-AI is currently implementing a project titled: “Building the Capacity of CBM Ethiopia Strategic Partners on Disability-Inclusive Disaster Risk Reduction (DiDRR)”

In alignment with this project, CF-AI seeks to hire a qualified consultant or consulting firm to conduct a Disability-Inclusive Disaster Risk Reduction (DiDRR) assessment in selected districts of Amhara and Oromia Regional States, including project-targeted areas.

Objective of the Assignment

The overall objective of the consultancy is to assess the current status, challenges, gaps, and opportunities of Disability Inclusive Disaster Risk Reduction (DiDRR) in selected districts within the Amhara and Oromia regions. The assessment will inform CF-AI and its partners in building inclusive resilience strategies and implementing DiDRR interventions effectively.

Specific Objectives:

  • To assess the extent of inclusion of persons with disabilities in existing Disaster Risk Reduction (DRR) strategies, plans, and mechanisms.
  • To map key stakeholders and actors working on DRR and disability inclusion at local levels.
  • To identify the specific vulnerabilities and coping mechanisms of persons with disabilities in the selected areas.
  • To examine the accessibility and inclusivity of emergency response systems.
  • To provide actionable recommendations to improve DiDRR at regional and district levels.

Scope of the Work

Due to budgetary limitations, the assessment will focus on a sample of districts within CF-AI’s project-targeted areas in Amhara and Oromia regions. The consultant will work closely with CF-AI to select 3–4 sample districts (minimum two per region, including a project intervention zone).

Geographic Focus:

  • Oromia Region – selected districts from CF-AI’s project area
  • Amhara Region – selected districts from CF-AI’s project area

Key Stakeholders to Consult:

  • Persons with disabilities and their representative organizations (OPDs)
  • Local government officials (Disaster Preparedness, Social Affairs, etc.)
  • NGOs, CSOs, and development partners involved in DRR
  • Community leaders and members
  • Health and education institutions
  • CF-AI project staff and partners

Methodology

The consultant is expected to propose a participatory and inclusive methodology with both quantitative and qualitative tools, including but not limited to:

  • Desk review of existing policies, reports, and DRR strategies
  • Key Informant Interviews (KIIs)
  • Focus Group Discussions (FGDs)
  • Surveys or Rapid Assessments (if feasible)
  • Stakeholder Mapping

The methodology should ensure full and active participation of persons with disabilities and OPDs. The approach must be gender-sensitive and inclusive of all types of disabilities

Duration and Timeline

The assignment is expected to be completed within 30 calendar days from the date of signing the contract.

About You

Required Qualifications and Experience

Lead Consultant or Team Lead should have:

  • Minimum Master’s degree in Disaster Management, Disability Studies, Development Studies, or related field.
  • Proven experience (at least 5 years) in conducting DRR, humanitarian, or disability inclusion assessments.
  • Solid understanding of international frameworks such as the Sendai Framework, CRPD, and SDGs.
  • Demonstrated experience in working with persons with disabilities and OPDs.
  • Knowledge of the Ethiopian socio-political context and language skills in Amharic or Afaan Oromo (preferred).
  • Strong analytical, reporting, and communication skills.

Budget and Payment Terms

Given the budget constraints, CF-AI encourages value-for-money proposals that prioritize quality within a limited scope.

Payment Schedule:

  • 20% upon submission and approval of the Inception Report
  • 30% upon submission of Draft Report
  • 50% upon submission and acceptance of Final Report
