Job Description
We are pleased to announce the release of the Terms of Reference (ToR) for the External Audit of Staff Remuneration and Benefits at HRNS-Ethiopia, covering the period from January 1 to December 31, 2024.
This audit forms part of our ongoing commitment to transparency, accountability, and compliance with donor requirements. It will be conducted by an independent external auditor, commissioned by HRNS Headquarters in Hamburg, Germany.
Key Objectives of the Audit:
- Verify the accuracy and completeness of salary and benefit payments.
- Ensure compliance with internal policies, donor regulations, and national legal frameworks.
- Assess payroll system controls and processes.
- Recommend improvements to enhance compliance and internal control.

- Location: HRNS Country Office, Addis Ababa, Ethiopia
- Audit Period: November 1 – November 30, 2025

About You
Eligibility Criteria:
We invite proposals from qualified and experienced audit firms or certified auditors with:
- Demonstrated expertise in payroll/HR audits, preferably within NGO or donor-funded project contexts.
- Familiarity with International Standards on Auditing (ISA).
- Capacity to conduct fieldwork in Addis Ababa, Ethiopia.
