Invitation to bid a consultant for Power Bi dashboard development and lookup applications with DHIS II for real time data generation
Background
The ACF MEAL is looking for a firm or individual consultant for PowerBi dashboard development and lookup applications with DHIS II for real time data generation. In Addition, we are looking for experienced consultants with GIS applications (QGIS or ArcGIS), including MODIS EVI Application for the purpose of change detection in the intervention regions: including drought, displacement using free satellites: Worldview, Copernicus or sentinel, and integrating other GIS information with DHIS II. The purpose of the task can be summarized as below:
Develop a Power BI dashboard and lookup applications integrated with DHIS2 for real- time data generation.
- Provide expertise in GIS applications, including MODIS EVI for change detection in intervention regions (e.g., drought, displacement) using free satellite data (WorldView, Copernicus, Sentinel).
- Ensure seamless integration of GIS data with DHIS2 for enhanced monitoring and reporting.
Purpose and justification for the task
One of the MEAL team’s routine responsibilities is reporting, which often involves repetitive tasks that require quick turnaround. The DHIS II aggregate model poses its own limitations when it comes to avoiding double counting and performing advanced calculations (e.g., averages, maximums, etc.) for some indicators.
To address this challenge, the team identified Power BI as a suitable solution due to its ability to integrate with DHIS2 via API and perform complex calculations more efficiently.
Deliverables and timeline
Below will be key deliverables of the STTA engagement:
Dashboards linked to DHIS II as per the agreed mode of calculation for ISP3 and key health and nutrition, WASH, FSL and Protection indicators.
The STTA arrangement will be both remote and face to face support, a total of 10-day contract will be provided (this includes a remote working day to review the document, data type and organization approach, as well as indicators) and a 7-day working engagement in ACF office. The firm/consultant will work with the ACF assigned team members (3 ACF Staff) directly converting and building the Power BI dashboard linked to the DHIS II database and updating it on a real-time basis. This includes working on data sharing activities and testing the functionality of the established dashboard.
At the end of the STTA session, the key deliverables will be a real-time dashboard linked to the ACF data management system (DHIS II), a staff capacity built internally to manage any upcoming needs, code books and any reference materials for this team to use whenever an update is required.
Scope and arrangement of the task
The assigned designate of the firm/consultant needs to have a well-versed data management skill on Power BI including developing the dashboards and other necessary skills.
The scope of the task involves.
- Resolution of double counting issues and implementation of advanced calculations (e.g., averages, maximums) currently not supported in DHIS2.
- Enhanced integration of Power BI with DHIS2 via API connections for seamless data exchange.
- Hands-on skill development in Power BI, enabling the team to work independently on building dashboards.
- Writing and applying DAX queries for dynamic metrics and analysis
ACF will share the details on the nature, number, mode of calculation and expected prototype of the dashboard once the agreement is reached.
Role and responsibility
ACF:
- Provide viewer access to data and system, and exported variables Coordinate with relevant teams
- Support onboarding and logistics
- Review and comment on the consultant work deliverables
Consultant/Firm:
- Lead dashboard development and integration
- Conduct staff mentoring and coaching on the development and management of the developed dashboards, including its continual upgrading
- Check the functionality of these dashboards and do testing with users at different access levels
- Submit final deliverables, including documentation
- Policies and Ethical Guidelines
The consultant/firm must adhere to ACF’s ethical standards, including:
- Data confidentiality and protection
- Respect for organizational values and humanitarian principles
- Compliance with ACF policies during the assignment
About You
Profile of the Required Consultant/Firm
Professional Experience:
- Have a master level qualification in computer science, data science, software engineering and other related fields.
- Minimum 7 years’ experience working on data analysis and visualization, particularly using Power BI, in humanitarian context on sector related to ACF intervention sectors (The lead consultant)
- Experience integrating Power BI with systems like DHIS2
- Experience in the use of QGIS or ArcGIS
Technical Skills:
- Expertise in Power BI, DAX, data modeling, and API integration
- Proficiency in MS Excel, SQL, and dashboard design
- Experience in generating satellite imagery and the use of satellite data for change detection, integrated with GIS
Other Attributes:
- Strong communication and training skills
- Ability to work under tight deadlines
- Familiarity with humanitarian or development data systems is a plus
- Regional and international experience working in humanitarian and Intergovernmental organizations is an advantage
