About IPHC-E

The International Institute for Primary Health Care -Ethiopia (IPHC-E), which was inaugurated on February 1, 2016 is envisioned to be a world class hub to learn about Ethiopia’s experience using PHC approaches to achieve dramatic improvements in health. The mission of the Institute is to provide need-based capacity-building training on PHC for health leaders from Ethiopia, Africa and the rest of the world. Through PHC implementation research, the Institute provides up-to-date information on the strengths and weaknesses of Ethiopia’s PHC program and contribute to continually build stronger PHC program that ensures fidelity to standards of care and high levels of population coverage of services.

Furthermore, the Institute plays a key role in the transformation of PHC systems by generating and testing innovative ideas in woreda innovation centers (WICs) and consolidating the learning and best practices to facilitate knowledge transfer among PHC facilities and further achieve the highest possible impact.

Background

Based on evidences, despite the progress on the process of the Woreda transformation, various challenges related to major pillars of PHC were documented so far. Moreover, the progress the country has made shows a high degree of variation amongst different districts(woredas). Challenges like weak implementation strategies, poor community engagement, inadequate multi-sectoral collaboration were prominent. In addition, the cost effectiveness of interventions and analysis of the current capacity for delivering these interventions were not worked out adequately. These challenges emanate from lack of opportunities to test the effectiveness of interventions before scale up, and sub-optimal delivery capacity. Addressing these challenges will require a new way of doing business.

In order to mitigate some of the challenges and address major gaps, IPHC-E established Woreda Innovation Centers (WICs) where ambitious plans can be designed and implemented and where interventions and ideal service packages can be tested before scale up. These WICs will try to address and demonstrate; sets of health packages will need to be implemented to achieve universal health coverage.

Mekelle city in Tigray region is among the selected WIC sites of the institute. The institute is currently working on testing of interventions to contribute the effort of strengthening PHC system in the region and country at large.

The overall objective of the consultancy work

The consultant will work on the baseline assessment of the existing status of Primary Health Care system in sub-city in Mekelle town, Tigray Region under the guidance of National Primary Health Care team of the International Institute for Primary Health Care-Ethiopia (IPHC-E).

Service duration: 2 months (June to July, 2025)

Remuneration: Negotiable

Scope of work of the baseline assessment

The scope of this assignment includes the following

  • Technically lead and conduct the baseline assessment
  • Develop tools for baseline assessment
  • Produce and share the progress of the assessment to National PHC program
  • The consultant is expected to produce the baseline assessment document and other supporting documents as deemed necessary

Major Duties and responsibilities:

  • Develop baseline assessment proposal including tools
  • Conduct data collectors’ training and data collection
  • Data analysis and report write up
  • Organize meeting and capture inputs from the meeting and incorporate to the document
  • Prepare regular progress reports to the IPHC-E & RHB
  • Share baseline assessment report to the IPHC-E & RHB

About You

Minimum Education and Experience Required (Job Requirements) Qualifications;

  • A minimum of master’s degree or PhD in health sciences, monitoring and evaluation or health related disciplines and at least five(5) years of experiences
  • Experience in conducting related assessments
  • Proven experience of conducting research independently and publications
  • Acquainted with the Ethiopian Health Policy, health System and who have proven skill and knowledge on PHC and Ethiopian Health Extension Program (HEP)
  • Proven experience in conducting baseline assessment
  • Excellent communication skills and ability to work independently and in teams within a multi-cultural environment
  • Demonstrated analytical and report writing skill
  • Excellent coordination skill
