Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Purpose:

Under the guidance and technical support of program manager & MEAL Coordinator, MEAL Officer is responsible to lead monitoring, evaluation, accountability and learning related activities for project at Project operational area. S/he is expected to be Collect quality data & monitor projects progress, provide information for MEAL Coordinator, Project coordinators program manager to guide his/her decision making, maintain project data by administrating project database, ensure accuracy and completeness of information comes from field, document project best practices and assist MEAL Coordinator, guide Project coordinators program managers in preparing various reports.

KEY DUTIES AND RESPONSIBILITIES

  • S/he will be responsible to guide and support Project team effectively monitor program implementation in all the target areas.
  • Ensures all the required program data are captured using database /system, tools and formats developed for the purpose and maintained in the Project database, including data related with surveys /assessments and operations research.
  • Guides /supports the Field Office Project team based in their implementation area properly understand and use the database, tools and formats developed to capture project data; and provides continuous constructive feedback on quality of data to ensure data quality.
  • Reviews the completeness, accuracy and timeliness of data reported from Project team, and provides feedback that helps quality improvement.
  • Ensures the Projects database is up to date, properly maintained with a system for periodic back up.
  • Conducts regular field visits with Projects team and Project Coordinators to support the quality and timeliness of project deliverables.
  • Produce regular reports from the data base on selected indictors. Analyses data for selected indicators to support decision making at the Field level.
  • Provides timely information and report on agreed upon indicators to inform Project implementation.
  • Compiles /organizes and maintains case studies and lessons from field-based staff for use in periodic reports.
  • Prepare a Monitoring checklist in line with project activity and objectives.
  • Collect daily, weekly, monthly, and quarterly data from each Program/project intervention and document in hard and soft copy
  • Collect daily, weekly, monthly, and quarterly reports from each staff and document in hard & soft copy.
  • Prepare and maintain data collection tools, collect data, conduct data quality assurance, and analyze and interpret results.
  • Conduct regular data quality checks
  • Maintain high data quality standards and ensure the collection of data follows the SCI MEAL guidelines.
  • Contribute to development of standard recording and reporting formats for the project/program based on the results frameworks and reporting requirements
  • Report monthly, quarterly, semi-annual, and annual service provided for MEAL coordinator and project coordinators.
  • Train and support staff in monitoring and evaluation processes as requested
  • Work with the program team and MEAL Coordinator to provide periodic report to internal and external reports (monthly, quarterly, semiannual and annual)
  • Ensures all Project related documents and information are systematically organized and stored in a separate folder, with appropriate back up.
  • Closely work with the MEAL Coordinator, Program manager and Field Level Project Coordinators to build capacity of field-based staff on on-going systematic analysis and use of data for decision making.
  • Contribute to the development and review of relevant training materials, job aids, questionnaires, and communication materials as necessary.
  • Assist MEAL coordinator and program manager in preparing programme /project status reports required for management, donors and other partners.
  • Conduct and monitor Quality Benchmarks at least on quarterly basis.
  • Ensure Accountability/Information Sharing mechanism are put in place to provide timely and relevant information about the project to children and communities.
  • Establish multi-entry complaint/feedback response mechanism/CFRM/ and regularly collect complaints/feedback, fill in CFRM database and report upwards for management action?
  • Complaints/feedback obtained from the project are tracked and yes.
  • Perform any other related tasks assigned by the unit head/his or her immediate supervisor.
  • Monitor the sustainability of the project’s results.

Reporting and Communication

  • Participate in M&E meetings and working groups representing the Projects when assigned by Immediate supervisor.
  • Preparing quality and timely MEAL reports to FO MEAL Coordinator and Programme Coordinator in Addis and detailing all MEAL activities.

Safeguarding

  • Work closely with safeguarding colleagues to plan, execute, and monitor community engagement activities focused on safeguarding and ensure their impact is measured effectively and evaluated.
  • Engage safeguarding colleagues in joint monitoring activities and establish quality benchmarks to ensure the effectiveness of safeguarding initiatives.
  • Work closely with SG team in Develop Safeguarding related action plan to be used for safeguarding performance review with your supervisor.
  • Support safeguarding team in organizing and conducting focus group discussions with children and adult beneficiaries to gather insights on safe programming and efficient reporting procedures.
  • Collaborate with the Safeguarding team during the establishment or adaptation of the Feedback and Reporting Mechanism to ensure that the feedback mechanisms are robust and responsive to safeguarding concerns.
  • Support Safeguarding in ensuring that awareness of child and adult safeguarding principles, and reporting procedures, are integrated into information-sharing sessions with children and communities to maintain consistency and effectiveness across all communication channels.
QUALIFICATIONS AND EXPERIENCE  

  • Degree in the field Social Sciences (Statistics or monitoring and evaluation, Sociology, Social Work, Social Anthropology), Community development or equivalent
  • Master’s degree in the field of Statistics or monitoring and evaluation with public health background.
  • 3 years’ relevant experience in an NGO environment preferably working on livelihood program.
  • Computer literacy in all the Microsoft office applications, and internet literacy are required
  • Proven ability to analyse data and write reports that are of high quality
  • Computer literate with working knowledge of databases and spreadsheet application
  • Strong experience in designing MEL frameworks, conducting and/or supporting evaluations, and facilitating learning.
  • Proficiency in data collection and analysis software (e.g., Excel, SPSS, Stata, Power BI).
  • Knowledge of digital MEL platforms and tools (e.g., Kobo Toolbox, Comcare Power BI).
  • Strong analytical and report-writing skills.
  • Excellent communication and presentation skills are highly desirable.
  • Prior work experience in a non-governmental organization (NGO)
  • Experience in working with multicultural team and complex projects
  • Experience in developing and managing data bases, or tracking tools
  • Fluency in English, writing and speaking
  • Ability to work in team, strong negotiation and analytical skills; ability to multitask and work under pressure and tight deadlines.
  • Willingness to travel outside of Hawassa as necessary
