Travel:                                             30% (frequent travel to refugee camps IDP areas in BGR)

  1. Role and responsibilities

The purpose of the LFS Coordinator position is to implement delegated LFS project portfolio within Benishangul Gumuz and neighbouring Amhara, managing the day-to-day activities of LFS staff to ensure proper delivery, high quality results and compliance to applicable laws, standards, practices, policies and procedures. The following is a brief description of the role.

Generic responsibilities

  1. Line management of education project field staff
  2. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
  3. Contribute to education strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes
  4. Manage and implement delegated portfolio of LFS projects (activities, budget and project documentation) as delegated from Area Programme Manager (APM) in line with proposals, strategies and donor requirements, and ensure high technical quality
  5. Provide regular progress reports to APM and AM as required
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Ensure capacity building of project staff and transfer key skills
  9. Liaise and collaborate with relevant local authorities and other key stakeholders
  10. Promote the rights of refugees, IDPs and returnees in line with the advocacy strategy

Specific responsibilities

  • Lead need assessments to identify gaps and opportunities and submit comprehensive assessment report to the APM and LFS Specialist
  • Identify implementation opportunities for cash-based interventions and market-based programmes and support staff to implement quality and timely projects
  • Contribute to creating an enabling environment for the implementation of cash-based interventions, working with support teams in the institutionalization of cash-based programmes (capacity building, guidance and SOP development).
  • Identify business opportunities/schemes for individuals, groups, mechanisms to strengthen capacity building and scale up options which include entrepreneurship, skill development, Micro financing, business management and prepare an action plan to support for small size enterprises for refugees, IDPs and host community
  • Actively participate in different relevant forums, meetings, and working groups
  • Prepare community-based planning workshops, participation analysis, and analyse and document relevant workshop outcomes
  • Prepare training packages on income generation, business management, and livelihoods
  • Establish close collaboration with relevant stakeholders on the enrolment and apprenticeship of youth programming /TVET and other relevant institutions as required
  • Participate in monitoring of project activities as required and review, refine indicators based on monitoring results and visibility with line manager and M&E staff
  • Prepare weekly, monthly and quarterly work plans of the specific responsibility given and share it with the Area Program Manager and relevant bodies.
  • Strengthen an integrated progamming approach in all activities at area office level
  • Responsible for filing of project documents according on ET filing tree and ensure timely Reconciliation of Deliverables according to the Securing Supporting Documents policy
  • Responsible to ensure GORS data for LFS activities are reported accurately on a monthly basis

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: LFS Specialists, CC Coordinators, M&E Coordinator, AM,
  • Area operations: Support Coordinator, Field Office Coordinator, Staff Safety and Liaison Officer, AM
  • Staff capacity building:  LFS Specialist, Cash & Markets Specialist, HR Team Leader
  • Implementation: LFS Specialist, Cash & Markets Specialist, CC Coordinators, M&E Coordinator, Staff Safety and Liaison Officer, support team

Generic professional competencies for this position:

  • Minimum of B.Sc./BA degree in agriculture, agricultural extension and rural development agribusiness, or another related field
  • Minimum five years’ experience from working in an LFS project implementation position in a humanitarian/recovery context Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Knowledge of the humanitarian context in Benishangul Gumuz, and fluency in local languages is an asset
  • Experience of working with government authorities and other stakeholders
  • Documented experience from cash-based interventions
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Strong communication, interpersonal, analytical and negotiation skills
  • Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines
