Title: Consultant

Overall Assignment Scope: EngenderHealth seeks a consultant to support bid development for an upcoming USAID Ethiopia health activity. The selected consultant will support during the pre-RFA release proposal preparation process, specifically to support technical design, research, and preparatory work in advance of the bid, as well as serve as key technical support and writer during the proposal writing stage. The consultant will work closely with members of EngenderHealth’s Ethiopia team, Technical/Programs team, and members of the Business Development team during all phases of the assignment. The consultant should be an expert in maternal, newborn, child, and adolescent health (MNCAH), preferably with a master’s degree in public health, a medical degree, or similar degree. The consultant should also have excellent writing and editing skills in English. The consultant will have extensive knowledge of USAID in Ethiopia, and experience working on public health activities. The consultant scope of work below is illustrative and should not be considered as exhaustive. The consultancy is key to EngenderHealth submitting a strong technical response to USAID and providing the foundation for a project plan and relevant project documents.

Description of Work: 

Pre-RFA release:  

  • Conduct and review existing background research on the MNCAH situation in Ethiopia, which may include literature reviews and collecting documents to be used in drafting the proposal.
  • Support local EngenderHealth staff (and possibly local partners) remotely in their research/preparation for the proposal.
  • Participate in calls/meetings, especially technical design discussions, scheduled to prepare for the bid; prepare content for these calls upon request.
  • Assist in facilitating technical design meetings with consortium partners, specifically contributing local USAID knowledge/context about priorities and ensuring alignment with the technical strategy.
  • Assist EngenderHealth and consortium partners in defining proposal win themes.
  • Assist in defining partner scopes of work (implementers and technical assistants)
  • Review landscaping analysis and identify opportunities for EngenderHealth and consortium partners to demonstrate competitive advantage to USAID based on gaps in current programming. Should include:
  • USAID Ethiopia’s priorities and strategies as they related to the opportunity
  • Performance of current USAID implementing partners, and what the strengths and gaps/weaknesses of current projects are
  • Competitors and potential partners, particularly local potential partners that have the capacity and relevant skills to sub
  • List of potential interventions that competitors will propose
  • Suggested and/or innovative activities/interventions for EngenderHealth to include

Post-RFA release:  

  • Serve as a technical writer for key sections of the proposal, including synthesizing inputs from the proposal team and ensuring local context is aligned.

Specific deliverables for the pre-proposal phase include: 

  • Reviewed and edited SWOT analysis
  • Proposed key win themes for EngenderHealth programming
  • Draft technical outline and theory of change
  • Verbal debriefs with EngenderHealth team

Deliverables for the full proposal write up to be provided at a later date.

TIMING: 

The consultancy is anticipated to take place in June-July 2022. Estimated time allowance: 10-15 days.
