Job Title:  Shelter and Settlement (SLS) Officer (5 Positions)

Job Summery

The project is seeking five SLS Officers who will report to a Field-based Project Coordinator. These officers will play a crucial role in ensuring the effective and timely delivery of emergency shelter and non-food item (ES/NFI) assistance to affected populations. The officer ensures a multi-sectoral response to assist and protect displaced populations in communal settings (collective centers, camps, transit/reception centers, spontaneous and informal sites, etc.), where such are created or envisaged. However, as camps and communal settlements are temporary solutions established only as a last resort whilst all efforts are made to find more durable solutions, the SLS Officer does not advocate for the creation of camps, but improves the management of any relevant communal setting. Additionally, displaced populations often settle outside of communal settings with host families or in rented premises in rural or urban areas, and some aspects of the management and coordination of their access to protection and assistance might fall under the purview of the SLS Officer.

Key responsibilities for the SLS Officer include:
  • Targeting and Distribution: Overseeing and participating in the joint processes of targeting, verification, registration, and distribution of ES V3 kits. This also involves facilitating cash-for-rent distributions and ensuring that distributions meet the identified needs of affected populations.
  • Community Engagement: Building and maintaining transparent and functional relationships with target communities and local government officials.
  • Activity Implementation: Ensuring that all SLS activities align with donor and government agreements.
  • Needs Assessment: Identifying the SLS needs of affected populations through various assessments, including actively participating in Housing, Land, and Property (HLP) assessments.
  • Planning and Reporting: Developing detailed work plans, managing cash transfers for procurement, and overseeing the implementation, monitoring, and review of response activities. This includes documenting and sharing lessons learned and writing comprehensive analysis, distribution, and post-distribution monitoring (PDM) reports.
  • Coordination: Collaborating with SLS partners in the field during all stages of the project, from targeting to PDM.
  • Supervision: Assisting in the hiring and supervision of casual labor for distribution and logistical support.
  • Standards and Compliance: Ensuring all assessments, verification, registration, and distribution processes adhere to cluster standards, and that all reporting and administration are completed accurately and on time.
  • Protection Mainstreaming: Integrating protection principles into all project activities, ensuring that SLS assistance reaches those most in need and is not distributed indiscriminately.
  • Considering gender, protection, and GBV concerns in all aspects of activities
  • Promoting and adhering to the Prevention of Sexual Exploitation and Abuse policy and guidelines
  • Referring to and following up with protection partners on identification and addressing of cases of vulnerability within the camp
  • Ensuring that principles of data confidentiality are respected in information management activities and that sensitive data of beneficiaries are protected when stored or shared if strictly necessary
  • Monitoring and Evaluation

 Required Qualifications

  • A graduate degree in a relevant field such as   Civil or Construction Engineering,
  • Strong proficiency in English, both spoken and written.
  • More than 5 years of experience in ES-NFI, HLP, or CCCM, preferably in an NGO
 Experience and Competencies sought include:
  • Prior experience in emergency response, specifically with SLS activities. Experience working with diverse cultural teams is a plus.
  • Proficiency in using Microsoft Word, Excel, and email.
  • Strong skills in report writing, critical thinking, strategy development, and a solid understanding of SLS and HLP assessments and distributions.
  • Knowledge of shelter construction, post-distribution monitoring, creative problem-solving, and community capacity building.
  • Flexibility and willingness to work in challenging, undeveloped environments, including camping, extensive travel, and working across multiple sites.
  • Ability to thrive in isolated settings with limited social interaction.
  • Excellent communication skills, with the ability to work effectively with individuals from various tribes and cultures.
