POSITION SUMMARY
The Human Resource Coordinator supports the Human Resource Directorate in implementing HR policies, procedures, and programs to ensure the effective management of FDRE MESOB’s workforce. The position is responsible for coordinating recruitment, onboarding, employee records, performance management, training, employee relations, and HR administrative functions while ensuring compliance with Ethiopian labor laws and organizational policies.
The Human Resource Coordinator works closely with all directorates to promote a productive, ethical, and high-performing work environment that supports FDRE MESOB’s mission of transforming Ethiopia’s civil service through digital innovation and excellence in public service.
DUTIES AND RESPONSIBILITIES
Recruitment and Selection
- Coordinate recruitment and selection processes.
- Prepare vacancy announcements and job descriptions.
- Screen applications and coordinate interviews.
- Prepare employment contracts and appointment letters.
- Facilitate onboarding and orientation for new employees.
Employee Records and HR Administration
- Maintain accurate employee records and personnel files.
- Update the Human Resource Information System (HRIS).
- Process employee confirmations, transfers, promotions, resignations, and terminations.
- Ensure confidentiality of employee information.
- Prepare employment verification letters and HR documentation.
Performance Management
- Develop and implement a performance management system.
- Coordinate performance planning, monitoring, and appraisal.
- Support managers in setting performance objectives and conducting evaluations.
- Recommend recognition and corrective actions based on performance results.
Employee Relations
- Foster a positive and inclusive workplace culture.
- Address employee grievances and disciplinary matters.
- Promote employee engagement and well-being.
- Strengthen communication between management and staff.
Payroll and Benefits Administration
- Coordinate attendance and leave management.
- Verify payroll-related HR information.
- Administer employee benefits and insurance records.
- Support compensation-related activities.
Compliance
- Ensure compliance with Ethiopian Labour Proclamation and organizational HR policies.
- Support policy implementation and employee awareness.
- Assist with HR audits and compliance reviews.
About You
- MA in Human Resource Management, Public Administration, Business Administration, Management, or related fields with a minimum of 7 years of experience in human resource management.
- Experience with recruitment, performance management, employee relations, and HR administration.
- Proven capability in managing full-cycle recruitment, talent acquisition, and performance evaluation coordination.
- Strong proficiency in HR administration, record management, HR data systems, and policy implementation.
- Solid background in training coordination, organizational reporting, and executive report writing.
- Excellent written and oral communication skills, multilingual fluency is preferred.
- High ethical standards, unwavering integrity, and absolute impartiality, strictly adhering to the FDRE MESOB Service Code of Ethics.
- Highly proactive with exceptional attention to detail, strong time management, prioritization skills, and a demonstrated ability to manage multiple priorities under tight deadlines.
- Strong interpersonal skills coupled with high adaptability, resilience, and operational flexibility during major campaigns, events, policy reviews, or legislative processes.
