Call For Expression Of Interest/Request For Proposal (Eoi/Rfq) Audio-Visual, Photography, Case Studies & Visibility Consultancy

BACKGROUND & PROJECT CONTEXT

Self Help Africa (SHA) Ethiopia invites eligible, qualified, and experienced consultancy firms to submit an Expression of Interest (EOI) for the delivery of high-quality Audio-Visual Production, Photographic Documentation, Human-Interest Case Studies, and Policy Dialogue Media Coverage for the WFP-Supported ACT06 Project in the Amhara Region.

The ACT06 Project targets 17,646 beneficiary households across 10 designated woredas in the Amhara Region. Building upon prior resilience interventions such as the Desert Locust (DL) response and Integrated Risk Management Approach (IRMA), ACT06 aims to enhance household climate resilience, improve food security, and foster sustained economic empowerment. SHA seeks to capture field-level evidence, community transformations, and stakeholder dialogues to support national policy advocacy and donor reporting.

CORE THEMATIC FOCUS AREAS

Consultancy deliverables must align strictly with the six core thematic pillars of the ACT06 project:

• Climate-Smart Agriculture (CSA): Soil and water conservation, climate-resilient crop varieties, and sustainable land management.
• Water Infrastructure & Small-Scale Irrigation: Construction/rehabilitation of water points, irrigation canals, and community water supply assets.
• Credit Guarantee Fund (CGF) & Revolving Funds: Access to rural finance, capital injection, and institutional financial linkages.
• VESA & RuSACCO Financial Inclusion: Village Economic & Social Associations, rural savings/credit cooperatives, and financial literacy.
• Gender & Nutrition (Family Life Model): Women’s empowerment, household nutrition education, family-level decision-making, and social inclusion.
• Anticipatory Action & Risk Management: Early warning systems, disaster risk reduction, and proactive community climate adaptation.

OBJECTIVES & SCOPE OF WORK

The assignment is structured across three core operational tracks over a 60-calendar-day timeline:

Track A: Field Documentation & Human-Interest Stories (10 Woredas)

• Conduct extensive field missions across 10 woredas to capture high-resolution videos, photos, beneficiary interviews, and local government perspectives.
• Over 400 quality photos featuring a diverse collection that supports the overall stories and outcomes of the project across all woredas.
• Produce 6 professionally written human-interest case studies with layout-designed feature packages.

Track B: National Policy Dialogue AV Coverage (Bahir Dar & Dessie)

• Provide complete multi-camera recording, sound setup, and live virtual streaming (MS Teams/Zoom) for the 2-day policy dialogue events at Bahir Dar (Main Dialogue Session).
• Provide complete multi-camera recording and sound setup for two days at Dessie (following session of Bahir Dar Dialogue)
• Take quality photos of the event, including the general audience, presenters, panelists, group photos, and other relevant sessions.
• Conduct high-profile interviews with regional state officials, donor representatives, SHA leadership, and farmer delegates.

Track C: Database Editing & Testimonial Production

• Edit a 15–20-minute comprehensive testimonial film featuring ~10 selected farmers from existing SHA databases and new field recordings, complete with English, Amharic, and Afaan Oromo subtitles.

KEY DELIVERABLES & TECHNICAL SPECIFICATIONS

MANDATORY COMPLIANCE & SAFEGUARDING PROTOCOLS

The firm must strictly enforce SHA and WFP organizational policies throughout field deployment and production:

• Informed Consent & PSEAH: Signed written or voice-recorded forms must be obtained from all beneficiaries before photography/filming.
• Protection of Vulnerable Groups: Strict adherence to Child Protection guidelines and dignified beneficiary representation.
• Data Protection & Backup: Systematic raw file organization and dual external hard drive backup shared directly with SHA Ethiopia.

ELIGIBILITY & EOI SUBMISSION FORM

Interested consultancy firms must submit a complete Expression of Interest package/proposals containing the following required components:

• Technical Response Document: Cover letter, understanding of the Terms of Reference, list of audio-visual equipment to illustrate specification requirements, proposed methodological approach, and timeline.
• Creative Portfolio / Sample Work: a portfolio of previous audio-visual/documentary work or web link showcasing relevant print and electronic media designs.
• Financial Proposal: Detailed unit rates for each deliverable or a cost breakdown to illustrate cost effectiveness.

Mandatory Technical & Equipment Standards:

• Video Specs: Full HD (1920×1080) or 4K (3840×2160) cameras at minimum 30/60 fps with motorized gimbals/stabilizers.
• Audio Specs: Wireless lavalier/lapel mics, directional shotgun mics, and backup external audio recorders.
• Lighting Specs: 3-point LED softbox lights and panel grids for shadow-free indoor/interview lighting.
• Photography Specs: DSLR/Mirrorless cameras (24MP+ minimum) with wide-angle and portrait prime lenses.
