Job Description
1. Introduction & Background
Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered by the Agency for Civil Society Organizations as an Ethiopian Development Organization with a Certificate № 0321 under the Proclamation № 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs, envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.
With the financial support of GIZ, ECDD has recently started a new Livelihood project titled “I-BPO: Upskilling and Employing Persons with Disabilities through an Inclusive BPO Ecosystem in Ethiopia.” This project aims to realize a functioning disability-inclusive BPO ecosystem to be modeled where persons with disabilities are equipped with foundational skills, employers are committed to disability inclusion, and national institutions are aligned to sustain and expand opportunities.
As part of the I-BPO Project, ECDD intends to develop a set of accessible, practical, and audience-specific audio and video content on job matching and employment of persons with disabilities, supported with sign language and captions.. The content will be made available through the MINCH 6768 IVR platform and mobile application and will target persons with disabilities, private-sector employers, and government stakeholders. The content will raise awareness, provide practical guidance, and connect persons with disabilities to employment frameworks and opportunities.
ECDD therefore seeks to engage a qualified consultant with relevant expertise and experience in disability inclusion, employment/job matching, communication and accessible audio and video content production..
Purpose of the Consultancy
The purpose of the consultancy is to develop high-quality, accessible and practical audio and video content that increases knowledge, facilitates job matching, promotes employment opportunities for persons with disabilities, and strengthens the capacity of employers and government actors to support disability-inclusive employment.
Specific Objectives
The consultancy will aim to:
- Develop high-quality, accessible and practical content on employment and job matching for persons with disabilities which is suitable for the MINCH 6768 IVR platform and mobile application.
- Increase the knowledge of persons with disabilities on available employment pathways, job-search strategies, employment rights and reasonable accommodation.
- Increase employers’ understanding of disability-inclusive recruitment, job matching, reasonable accommodation and retention.
- Use practical scenarios, examples and stories to make the content understandable, engaging and action-oriented.

- Persons with disabilities, their families, and friends.
- Government and non-government organizations working on disability and employment.
- Employers and HR professionals seeking to mainstream disability inclusion.
Expected Outputs
- Total Number of Videos: 4 videos (2 in Amharic and 2 in Affan Oromo language)
- Total Number of Audios: 4 Audios (2 in Amharic and 2 in Affan Oromo language)
- Duration per Video: 10 minutes
- Duration per audio: 14 minutes
Technical Requirements
- Video Format
- Final videos shall be delivered in MP4 format.
- File Size
- The maximum file size for each video shall not exceed 50 MB.
- Video Quality
- Videos must maintain the original resolution and preserve high visual quality while ensuring efficient compression.
- Mobile Optimization
- Videos must be optimized for mobile applications and devices, ensuring:
- High-quality playback
- Smooth streaming performance
- Manageable file sizes
- Compatibility across common mobile platforms and applications

Scope of Work
6.1. Content assessment and development
- Review relevant ECDD/MINCH materials and existing disability-inclusive employment resources provided by ECDD.
- Consult ECDD technical staff and relevant stakeholders to identify priority content areas.
- Develop a content framework covering the target audiences.
- Ensure that the content addresses the practical stages of job matching, from identification of skills and vacancies through recruitment and employment.
- Develop content using clear, simple and inclusive language.
6.2. Script development
Content for Persons with disabilities
- Where to find vacancies, how to register or how to apply
- CV preparation, application letters, interview preparation and workplace behavior
- Whether, when and how to disclose disability during recruitment;
- What reasonable accommodation means, examples in recruitment and the workplace, requesting reasonable accommodation
- Job-Matching Process (how skills, qualifications, interests and accommodation needs can be matched with available jobs)
- Identifying skills gaps and accessing TVET, skills development and other training opportunities
- Internships and Work Experience (how internships can lead to employment and how to identify suitable opportunities)
- Non-discrimination, equal opportunity, accessibility, reasonable accommodation and decent work
- Entrepreneurship as an employment option (self-employment, business opportunities, financial services and business support
- Workplace communication, adapting to work environments and maintaining employment
- How MINCH can provide information/referral and where to obtain employment-related support

The consultant must ensure the production of high-quality audio content through voice recording by appropriate professional narrators, clear and understandable pronunciation, appropriate pacing for IVR users, sound editing and mastering and appropriate music/sound effects where relevant and appropriate. Similarly, the consultant should develop engaging and accessible videos using appropriate formats, including scenario-based videos, short employer/PWD interaction scenarios, testimonials or case stories where appropriate, on-screen text/subtitles and accessible visual presentations.

- Validation consultation and revised scripts
- Final audio content suitable for MINCH 6768 IVR
- Final video content suitable for MINCH mobile application
- Subtitles/caption files and accessible text versions/scripts
- Source/editable production files and master files
- Brief final report documenting the production process, consultations, testing and revisions
Duration of Transmission and Target Areas
The productions will be disseminated via the MINCH mobile application and telephone platform.
Terms of Payment
- 30% upon signing of the contract.
- 50% upon submission of the draft productions.
- 20% upon incorporation of feedback, editing, and satisfactory completion of final productions.
Time Schedule
The production work is expected to be completed within 15 calendar days. An itemized action plan with activities, timelines, and deliverables must be submitted with the technical proposal.
Eligibility
Required Capacity and Skills
Applicants must:
- A minimum of 3 years of relevant experience in communication, media production, educational content development, or related fields;
- Demonstrated experience developing audio and video content for digital platforms, IVR, mobile applications or similar channels;
- Strong experience in developing content on employment, livelihoods, human rights, disability inclusion, social inclusion or related subjects;.
- Demonstrated understanding of disability-inclusive employment and job matching;
- Possess strong knowledge of disability inclusion in media.
- Hold a valid and renewed license and VAT certificate.
- Commit to meeting deadlines and quality standards.
9. Selection Criteria
The Technical and Financial Proposals will account for 70% and 30% respectively of the selection criteria, broken down as follows:
