Duration and Funding
This is a consultancy position with an initial contract period of three (3) months. The consultancy may be extended based on project needs, consultant performance, and the availability of funding.
Location
This role is based in Palladium’s Addis Ababa, Ethiopia office, with periodic travel within Ethiopia to project sites and regional offices. Applicants must have authorization to work in Ethiopia, as visa sponsorship is not available for this position.
Position Summary
The Senior Digital Health Advisor – Consultant provides senior-level technical leadership and advisory support to strengthen digital health systems and advance digital transformation initiatives that improve health service delivery, strengthen health system performance, and enhance data-driven decision-making. Reporting to the Digital Health Lead, the Advisor will provide strategic guidance on the design, implementation, integration, and optimization of digital health solutions and health information systems, ensuring alignment with project objectives, national priorities, and global best practices. The role will provide technical leadership across key areas including Electronic Medical Records (EMRs), Laboratory Information Systems (LIS), disease surveillance, emergency management systems, supply chain solutions, and digital health financing platforms.
Working closely with the Ministry of Health, Regional Health Bureaus, development partners, and other key stakeholders, the Advisor will support the implementation and institutionalization of national digital health strategies, interoperability frameworks, data governance standards, and digital platforms. The Advisor will also support stakeholder coordination, capacity strengthening, knowledge sharing, and the identification of innovative approaches that enhance system interoperability, data use, and service delivery outcomes. Through strategic technical assistance and systems-strengthening support, the position will contribute to building resilient, integrated, and sustainable digital health ecosystems that advance health sector priorities and strengthen country ownership.
Primary Responsibilities
· Provide senior-level technical leadership and advisory support for the design, implementation, optimization, scale-up, and institutionalization of digital health initiatives that strengthen service delivery, health system performance, and data-driven decision-making.
· Support the implementation, enhancement, and sustainable adoption of Electronic Medical Records (EMRs) and related clinical information systems to improve quality of care, continuity of services, patient-level data use, and clinical decision-making.
· Provide technical guidance on the integration of EMRs with national digital health platforms, including DHIS2, eCHIS, Laboratory Information Systems (LIS), disease surveillance systems, supply chain systems, health financing applications, and other priority digital health solutions.
· Support the Ministry of Health and relevant stakeholders in advancing digital health strategies, policies, standards, guidelines, and governance frameworks that strengthen digital transformation and health information systems.
· Support the implementation and operationalization of interoperability frameworks, enterprise architecture standards, data governance policies, and information exchange mechanisms that enable secure, efficient, and standardized data sharing across health information systems.
· Strengthen the use of digital technologies and health information systems to improve data quality, service delivery, program monitoring, reporting, and evidence-based decision-making at national and sub-national levels.
· Support the design, enhancement, and use of dashboards, analytics platforms, data visualization tools, and decision-support systems that improve data use and program performance.
· Provide technical assistance to strengthen digital solutions for disease surveillance, laboratory systems, public health emergency management, health financing, and other priority health system functions.
· Identify, assess, and promote innovative digital health approaches and technologies that improve interoperability, efficiency, service quality, and health outcomes.
· Collaborate closely with the Ministry of Health, Regional Health Bureaus, healthcare facilities, development partners, implementing partners, and other stakeholders to ensure coordinated implementation and scale-up of digital health initiatives.
· Facilitate technical working groups, stakeholder consultations, partner coordination meetings, and other forums related to EMRs, interoperability, health information systems, and digital transformation.
· Provide mentoring, coaching, and capacity-strengthening support to government counterparts, healthcare workers, and other stakeholders to strengthen ownership and sustainability of digital health systems.
· Contribute to assessments, evaluations, operational research, and learning activities that inform digital health investments, EMR optimization, and health systems strengthening efforts.
· Support the documentation and dissemination of best practices, lessons learned, technical guidance, and knowledge products related to digital health systems, EMRs, and interoperability.
· Represent the project in relevant technical forums and contribute to technical reports, work plans, donor deliverables, and other project requirements.
· Perform other related technical and strategic responsibilities as assigned by the Digital Health Lead.
Required Qualifications
Education
· Bachelor’s degree, Medical Doctor (MD), or Master’s degree in Public Health, Digital Health, Health Informatics, Health Information Management, Epidemiology, Information Systems, Computer Science, or a related field.
Experience
· Minimum of 7 years of progressively responsible experience in digital health, health information systems, health informatics, health systems strengthening, or related fields.
· Demonstrated experience supporting the design, implementation, optimization, or scale-up of digital health solutions in low- and middle-income country settings.
· Proven experience supporting Electronic Medical Records (EMRs) and related clinical information systems, including implementation, system enhancement, user adoption, or interoperability initiatives.
· Experience working with national digital health platforms such as DHIS2, eCHIS, Laboratory Information Systems (LIS), disease surveillance systems, or other health information systems.
· Demonstrated experience supporting interoperability initiatives, digital health architecture, data exchange frameworks, or health information systems integration.
· Experience providing technical assistance to government institutions, donor-funded programs, development partners, or international organizations.
· Experience supporting digital health initiatives in Ethiopia or similar health system contexts strongly preferred.
· Experience working on U.S. Government-funded or other donor-funded health programs is highly desirable.
Technical Competencies and Skills
· Strong knowledge of digital health systems, health information systems, and digital transformation approaches.
· Demonstrated understanding of EMRs, interoperability frameworks, health data standards, enterprise architecture, and data governance principles.
· Experience with DHIS2, eCHIS, EMRs, Laboratory Information Systems, surveillance platforms, and other digital health applications.
· Knowledge of health information exchange mechanisms, health data standards, privacy, confidentiality, and information security practices.
· Strong analytical skills and experience in data visualization, dashboard development, reporting, and data use for decision-making.
· Excellent stakeholder engagement, facilitation, coordination, and relationship management skills.
· Strong written and verbal communication skills, including the ability to prepare technical reports, presentations, and guidance documents.
· Demonstrated ability to manage multiple priorities and work effectively in multidisciplinary and multi-stakeholder environments.
