Project Overview
The GHSD America First Palladium Sole Source Award supports country-led efforts to strengthen health systems, advance global health security, and sustain essential health services in alignment with the America First Global Health Strategy. Leveraging Palladium’s expertise in health systems strengthening, digital transformation, and data use, the project will strengthen governance, service delivery, and decision-making through integrated and interoperable systems across priority health programs. The award also supports stronger health financing, public financial management, and accountability mechanisms to promote resilient, efficient, and country-owned health systems.
Duration and Funding
This is a fixed-term, project-funded position with an initial term of 12 months (through September 2027). Employment is contingent upon the availability of funding, with the potential for extension based on project requirements and funding availability.
Location
This role is based in Palladium’s Addis Ababa, Ethiopia office, with periodic travel within Ethiopia to project sites and regional offices. Applicants must have authorization to work in Ethiopia, as visa sponsorship is not available for this position.
Position Summary
The Evidence and Knowledge Management Specialist supports the generation, management, dissemination, and use of evidence to strengthen project performance, accountability, learning, and adaptive management. Reporting to the MEL and Evidence Lead, the Specialist manages the project’s pipeline of evidence and learning products across all technical areas, ensures that each product meets donor branding and marking requirements, maintains the evidence management platform, and coordinates the documentation that supports result verification. The Specialist serves as the project’s knowledge management focal point across technical teams and ensures that results, lessons learned, and best practices are captured, synthesized, and shared with key stakeholders.
Key Deliverables (Year 1)
· An evidence product pipeline and calendar covering all technical areas, with roughly three to five products per result area produced on schedule.
· Branded and marked evidence products (briefs, case studies, dashboards, reports) cleared and disseminated to government and partners.
· Evidence management platform populated and organized so that every result has complete, retrievable documentation.
· Quarterly learning reviews facilitated and documented with project teams and government counterparts.
Primary Responsibilities
· Support evidence generation, learning, and knowledge management activities across the project.
· Coordinate result verification documentation: track evidence submissions from technical teams, maintain the evidence management platform, and keep repositories audit-ready.
· Document project achievements, lessons learned, innovations, success stories, and best practices.
· Develop technical reports, case studies, learning briefs, presentations, and other knowledge products.
· Ensure that all knowledge products comply with donor branding and marking requirements and organizational quality standards before release.
· Support assessments, evaluations, operational research, and analytical studies to inform project learning and decision-making.
· Manage systems for organizing, archiving, and disseminating project knowledge, evidence, and technical resources.
· Support data collection, quality assurance, analysis, and performance reporting processes.
· Develop dashboards, visualizations, and evidence products that support project management and stakeholder engagement.
· Facilitate learning events, reflection sessions, technical exchanges, and knowledge-sharing forums.
· Provide technical assistance to project teams and partners on documentation, evidence use, reporting, and learning processes.
Required Qualifications
Education
· Bachelor’s or Master’s degree in Public Health, Monitoring and Evaluation, Knowledge Management, Statistics, Demography, Social Sciences, Health Informatics, Communications, or a related field.
Experience
· Minimum of 5 years of progressively responsible experience in monitoring, evaluation, learning, knowledge management, research, documentation, or related fields.
· Demonstrated experience supporting evidence generation, learning initiatives, technical documentation, and knowledge management systems.
· Experience conducting assessments, evaluations, operational research, data analysis, or performance monitoring activities.
· Experience working with government institutions, donor-funded programs, development partners, or international organizations.
· Experience supporting U.S. Government-funded programs, including DOS, CDC, or other federal agencies, is highly desirable.
· Experience working with multilateral organizations, including the World Bank, Global Fund, United Nations agencies, and other development partners, is an advantage.
· Experience supporting health, development, or health systems strengthening programs in Ethiopia is preferred.
Technical Competencies and Skills
· Strong knowledge of monitoring, evaluation, learning, knowledge management, and evidence-generation approaches.
· Experience developing technical reports, case studies, success stories, learning products, and knowledge resources.
· Familiarity with donor branding and marking requirements and with publication quality standards.
· Strong analytical, writing, editing, and information synthesis skills.
· Experience with milestone verification, documentation, and evidence management systems.
· Proficiency in data analysis and visualization tools such as Power BI, Tableau, Excel, SPSS, STATA, R, or similar applications.
· Familiarity with DHIS2, HMIS, eCHIS, PHEM, and digital data collection platforms.
· Strong communication, stakeholder engagement, facilitation, and presentation skills.
· Ability to translate complex data and technical information into actionable insights for diverse audiences.
