ORGANIZATIONAL OVERVIEW
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Junior Desk Expert II position who meet the following requirements.

Job Summary
- The Junior Desk Expert manages PW, Constituency officer and zonal coordinator data, coordinates desk resources, and collaborates with other departments and desks.
- In collaboration with regional coordinator follow the status of polling stations, constituency officers and manage them
- Participate in result count and tabulation and verifying result
- Prepare PW and constituency officer contract
- Ready PW, COS officer and zonal officer payment
Duties and responsibilities
- Recruits’ constituency officers and polling station workers.
- Collects information of potential voters living in IDPs, pastoral areas, higher education institutions and defense camps.
- Collects information to organize polling stations with a convenient and reasonable number of voters for the stakeholders.
- Organizes information and documents from regional offices, zones, constituencies and polling stations and forwards them to the immediate supervisor.
- Follow up and prepare a periodic report of registered voters of at each polling station
- Follow up and report on the timely delivery of election documents and materials;
- Monitors whether the registration of candidates, voter registration and voting process is going on according to the law.
- Organizes and maintains information such as employment contract, bank copy book, ID required for the payment of election officials in cooperation with the regional branch office.
- Assist in coordinating logistics, resources, and personnel to ensure the smooth execution of all electoral activities.
- Monitors the organization of electoral region and polling station offices according to the law and schedule.
- Collecting information to organize polling stations and voter according to population.
- Monitors whether the election officials have completed and received election training, opened offices and started work and the distribution of election documents and materials status.
- Collaborate in the development of training materials for polling station staff and facilitate the overall training program.
- Follows up complaints raised during voter and candidate registration and submits report to the nearest officer.
- According to the election law, prepares a detailed plan for the disposal of election documents that are six months old and submits them to the nearest officer.
- Prepares the payroll for constituency officers and poll workers.
- Monitors and resolves complaints related to payment.
- Foster teamwork and a positive work environment.
- Support the Regional field operation coordinator in ensuring seamless coordination and implementation of operational activities.
- Uphold ethical principles, including impartiality, transparency, and neutrality, in all election and referendum-related activities.
- Participate in the overall verification process of election results.
Processes to manage and/or control
- Manage the complex payroll of poll workers and constituency officers.
- Prepare and manage the complex polling station structures under the region.
- Assist the regional field operation coordinator in executing various tasks.
- Perform other duties as assigned by your line manager.
