We are looking for a Project Manager for a DHAPP-funded HIV project on health systems strengthening (HSS) to the Ethiopian National Defense Force. This position will provide expertise in day-to-day execution of this health systems strengthening project for comprehensive HIV services delivery within the military and its interfacing communities. The Project Manager will ensure the efficient, timely, and high-quality implementation of this project, promoting initiatives that drive quality HIV prevention, care, and treatment services within the ENDF, whilst also driving overall healthcare system strengthening initiatives.

The role involves harnessing critical partnerships within the ENDF, the Federal MoH, regional military commands, and interfacing communities to military establishment. The position holder will oversee planning, monitoring (regular performance reviews), and reporting on program implementation for impact. They will in conjunction with PSI leadership also be expected to use data-driven approaches to advance funding sustainability approaches geared towards ENDF full ownership of its HIV response.

Main Duties and Responsibilities:

Key Responsibilities

Project management & Delivery

• Provide project management leadership and oversight for high-quality integrated HIV clinical services, viral hepatitis, and other STI services across the ENDF healthcare delivery infrastructure and strengthen community-military facilities linkage systems.
• Work across the program teams, (inclusive of M&E), finance, operations, supply chain, to ensure strong HIV case identification at facility & community levels, ART linkage and case management, follow-up, and continuity of care.
• Coordinate with ENDF, MOH, EPSS, EPHI, RHBs, regional military commands, zonal and woreda health offices, finance bureaus, implementing partners, and ENDF facilities to strengthen service delivery, supply chain, Sample transportation, referral, and linkage.
• In close collaboration with the Project Director, and program teams, coordinate internal and external communication to ensure strategic alignment, effective partnerships, and cohesive program delivery.
• Strengthen government & ENDF relations by ensuring tailored communication strategies and regular joint reviews with all stakeholders and the model’s oversight committee.
• Ensure sound financial management across all project areas, including programmatic budgeting, and full project execution in tandem with set milestones.
• Support and ensure sound effective use, and coordination of resources required to attain project objectives (including the digitalization agenda for the ENDF health system.

Quality & Compliance

• Support the development, implementation, and monitoring of all relevant project related SOPs, job aides, and other compliance tools and standards for assured uniform quality execution across the ENDF health delivery system.
• Oversee project quality assurance and improvement efforts by ensuring adequate resources, addressing performance gaps, coordinating with the QA/QI Manager, and integrating quality priorities into project planning and resource allocation.
• Ensure high-quality periodic reporting in line with PSI’s stringent data-to-action requirements (bi-weekly, monthly, quarterly and annual program status reports, as well as quarterly financial reports, etc.).

Team & Risk Management

• Lead and supervise project staff by defining roles and responsibilities, monitoring performance, supporting staff development and onboarding, and fostering accountability, teamwork, and high performance.
• Identify human resources requirements of the project and develop plans for meeting these requirements.
• Lead project risk management by identifying, monitoring, and mitigating programmatic, operational, financial, procurement, security, and reputational risks, while ensuring timely escalation of significant issues and continuity of project operations.

Partnerships & Sustainability

• In conjunction with ENDF (& FMoH) stakeholders, develop and execute plans that will result in long-term sustainability of the ENDF health system.
• In consultation with the Project Director, participate in internal, ENDF & government TWG meeting, representing PSI Ethiopia’s health systems change management objectives, strategies and activities.
• Manage project documentation and reporting by coordinating progress and donor reports, maintaining comprehensive project records, developing success stories and presentations, and documenting key achievements, challenges, and corrective actions.
• Support sustainability and transition planning by promoting ENDF ownership, integrating project-supported interventions into existing systems, institutionalizing successful practices, and coordinating project handover and close-out activities..

Others

• Perform other related duties assigned by PSI Ethiopia.

Qualification and Experience:

• A master’s degree or equivalent with at least six years of experience in a project management role, or development work in the public health space, among which four years of program supervisory/ managerial experience is required. Or Relevant Bachelor degrees with at least 8 years of experience
• Proficient in MS office applications and program management tools.
• Detail-oriented with ability to ensure high degree of organization of documentation and other resources.
• Demonstrated experience managing donor-funded projects and multidisciplinary teams, preferably within international NGOs, development organizations, or similar complex program environments.
•  Experience with U.S. Government-funded programs, DHAPP, and military health programming is highly desirable.
• Strong project management skills in planning, budgeting, resource management, risk management, donor compliance, and procurement coordination.
•  Proven leadership, stakeholder engagement, problem-solving, performance management, and results-based reporting skills.
• Working knowledge of HIV prevention, testing, treatment, HIV/TB integration, health system strengthening, and military HIV programming.
• Excellence in oral and written communication, including impactful presentations, with proficiency in English and Amharic languages.
• Willingness to travel frequently throughout Ethiopia.

Skills and competencies that provide added advantages

• Strong knowledge of the HIV treatment cascade, & differentiated service delivery, community-based models, and integrated PHC approaches.
• Ability to identify clinical and programmatic bottlenecks and translate data into practical quality improvement actions.
• Strong mentorship, coaching, facilitation, case management, stakeholder engagement, and teamwork skills.
• Proficiency in MS Office, program management tools, & routine health information systems, or other digital health platforms is an advantage.
• Detail-oriented, highly organized, and able to strengthen quality documentation, records, tools, and resources.
• Military/uniformed services health experience is strongly desirable.
• Knowledge of infection prevention and control, patient safety, confidentiality, medical ethics, and quality assurance systems.
