Position Overview

The African Development Bank Group is seeking strategic and result-driven leaders for the role of Regional Hub Director (EL4). As part of our major institutional transformation agenda, the Bank has restructured its regional operations into eight Regional Growth Hubs to accelerate developmental impact, strengthen regional delivery, and scale sustainable economic growth across Africa.
Reporting to the Vice President for Regional Operations, the Regional Hub Director will lead operational execution, drive regional business development, spearhead resource mobilization, and manage portfolio health across their assigned member countries.

Key Responsibilities

  • Operational Leadership & Strategy: Oversee the full implementation of the Bank’s portfolio across the region, driving speed, operational efficiency, and value for money.
  • Business Development & Resource Mobilization: Expand the Bank’s sovereign and private sector operations, driving loan syndications, co-financing, and private investments.
  • Regional Integration: Accelerate high-impact cross-border infrastructure projects and support Regional Economic Communities (RECs).
  • Stakeholder & Partner Engagement: Build high-level partnerships with governments, multilateral development finance institutions, and private sector leaders.
  • Team & Talent Management: Lead cross-functional teams, fostering a performance-driven culture aligned with the Bank’s “ONE-Bank” principles.

Regional Growth Hub Opportunities

Candidates will be aligned with one of eight Regional Growth Hubs:
  • Central Africa & Congo Basin Growth Hub (ROCA) (Cameroon, Burundi, DRC, Gabon, CAR, Chad, Republic of Congo, Equatorial Guinea)
  • Maghreb–Mediterranean Growth Hub (ROMM) (Algeria, Egypt, Morocco, Tunisia, Mauritania, Libya)
  • Greater Horn & Great Lakes Growth Hub (ROGH) (Kenya, Ethiopia, Rwanda, Sudan, South Sudan, Tanzania, Uganda, Eritrea, Somalia)
  • Indian Ocean & Maritime States Growth Hub (ROIC) (Madagascar, Djibouti, Comoros, Mauritius, Seychelles)
  • Lusophone Growth Hub (ROLU) (Angola, Mozambique, Guinea-Bissau, Cabo Verde, Sao Tome & Principe)
  • West Africa Integrated Markets Growth Hub (ROMI) (Cote d’Ivoire, Benin, Burkina Faso, Guinea, Mali, Niger, Senegal, Togo)
  • West Africa Core Markets Growth Hub (ROWA) (Nigeria, Ghana, Liberia, Sierra Leone, The Gambia)
  • Southern Africa Growth Hub (ROSA) (South Africa, Zambia, Namibia, Malawi, Zimbabwe, Botswana, Eswatini, Lesotho)

Qualifications & Competencies

  • Education: Master’s degree in Finance, Business Administration, Economics, Business Law, or a related discipline.
  • Experience: Minimum 10 years of experience in international development finance or a leading financial institution, with at least 8 years at a senior management level.
  • Language Proficiency: Fluency in English or French. For the Lusophone Growth Hub, proficiency in Portuguese is required alongside English or French.
  • Strategic Vision: Proven track record in project planning, portfolio management, risk mitigation, and driving complex regional partnerships in Africa.
