a.  About SIHA

The Strategic Initiative for Women in the Horn of Africa (SIHA) is a regional civil society coalition of women’s rights organizations working across the Horn of Africa to advance gender equality, women’s rights, and social justice. Through its programmes, SIHA supports grassroots women’s movements, strengthens local organizations, and promotes policies that protect and empower women and girls.

b. Background of consultancy

Adolescents and young people in Addis Ababa face a range of challenges in accessing comprehensive Sexual and Reproductive Health and Rights (SRHR) information and services, as well as protection services. While various government institutions, health facilities, schools, community structures, and civil society organizations provide relevant services, referral mechanisms remain fragmented and are often not tailored to the specific needs and realities of adolescents.

To strengthen access to integrated, adolescent-friendly services, SIHA seeks to engage a qualified consultant to map SRHR and protection service providers and referral actors in Addis Ababa under the Save Choices, Strong Voices project. 

The resulting referral pathway will serve as a practical tool for service providers, community actors, and partner organizations, strengthening coordination, improving service navigation, and promoting a more comprehensive and adolescent-responsive approach to SRHR and protection service delivery in Addis Ababa.

c. The Assignment:

The consultant will conduct a comprehensive mapping of the existing SRHR and protection referral pathway and validate current service providers and referral actors, and develop two user-friendly referral pathway documents (formal and informal) including paths that address the needs of adolescent girls

The final products should strengthen coordination between service providers, improve accountability, and facilitate timely access to quality services for survivors.

d. Key Responsibilities:

  • Review existing SRHR and protection referral pathway documents, service directories, and coordination mechanisms in Addis Ababa.
  • Map and validate formal and informal SRHR and protection referral actors and service providers operating across Addis Ababa.
  • Assess the accessibility, quality, and effectiveness of existing referral services for women and girls, particularly those from vulnerable and marginalized groups.
  • Present referral procedures and service information in line with Ethiopia’s legal and policy frameworks related to SRHR and protection response.
  • Develop a practical, and accessible referral pathway documents that can be easily converted into a designed documented to be used by frontline actors and community stakeholders.
  • Facilitate stakeholder consultation, validation, and pre-testing sessions with relevant government institutions, civil society organizations, community representatives, and women beneficiaries.
  • Produce final referral pathway documents in editable formats.

e. Expected Deliverables

  • Inception report including methodology, workplan, and timeline.
  • Draft formal and informal referral pathway documents.
  • Validated SRHR and protection service directory
  • Referral tools/templates
  • Validation meeting report
  • Final referral pathways in editable formats.

f. Duration:

Two (2) weeks of technical work within an overall assignment period ending on 14 September 2026.

g. Required Qualifications and Experience

The consultant/firm should possess:

  • An advanced degree in Social Sciences, Development Studies, Gender Studies, Policy Development, or a related field.
  • Demonstrated experience in developing referral pathways, service directories, protection tools, or GBV response mechanisms..
  • Strong understanding of gender equality and SRHR and protection issues affecting women, adolecent girls in particular.
  • Experience working with civil society organizations, women’s rights organizations, and government stakeholders.

h. Eligibility:

This consultancy is open to qualified individual consultants and registered consulting firms based in Addis Ababa, Ethiopia. Applications from women-led and feminist consulting entities are strongly encouraged.
