Job Description
Development Expertise Center (DEC) is a national CSO registered in Ethiopia. The organization has five major programs: Child Well-being and Education Development, Gender and Life Skill Development, Employable Skills Development, Advocacy, and Humanitarian Emergency Programs. DEC actively works in seven National Regional States and one city administration of Ethiopia, namely Amhara, Afar, Oromia, Tigray, South West Ethiopia, Gambela, Benishangul Gumuz, and Addis Ababa City Administration. DEC would like to recruit for the following positions: Consortium Coordinator, Finance Coordinator, Monitoring, Evaluation, Learning, and MEL Coordinator, SRHR and GBV Advisor, Programme Coordinator, Woreda Programme Supervisor, and Junior Finance Officer
Job Summary
The Junior Finance Officer will manage the project’s financial transactions, facilitate timely payments, handle payroll, and support audit processes, ensuring compliance with financial policies and accurate documentation. The role requires attention to detail, strong organizational skills, and the ability to maintain transparent financial records while providing reliable support to the project’s overall financial management.

Role and Responsibilities
- Prepare and reconcile general bank statements.
- Ensure transactions are properly recorded and entered into the computerized accounting system.
- Prepare income statements and balance sheets.
- Provide technical support to outside auditors.
- Prepares payroll and reviews the tabulation, monitoring, and distribution of payroll costs to appropriate general ledger accounts.
- Maintain financial files and records &oversee the accounts payable and accounts receivable
- Issue, code, and authorize purchase orders.
- Reconciles the accounts payable, the accounts receivable, and weekly deposits.
- Manage distribution of utility bills and collections of accounts.
- Handles settlement of advances made to partners and prepares reimbursement requests, documents/ correspondence, and expenditure reports.
- Monitors grant-related expenditures and ledgers; prepares annual expenditure reports.
Additional Skills
- Advanced PC skills, particularly knowledge of MS Word and MS Excel, as well as other financial software packages.
- Excellent written and verbal communication skills and Knowledge of government grant and contracting procedures
- Advanced skill in IPSAS and Knowledge of Peachtree
Educational background and experience
- BA in Accounting and Finance and a Minimum of 5 years of work experience in an NGO
