Job Description

Development Expertise Center (DEC) is a national CSO registered in Ethiopia. The organization has five major programs: Child Well-being and Education Development, Gender and Life Skill Development, Employable Skills Development, Advocacy, and Humanitarian Emergency Programs. DEC actively works in seven National Regional States and one city administration of Ethiopia, namely Amhara, Afar, Oromia, Tigray, South West Ethiopia, Gambela, Benishangul Gumuz, and Addis Ababa City Administration. DEC would like to recruit for the following positions: Consortium Coordinator, Finance Coordinator, Monitoring, Evaluation, Learning, and MEL Coordinator, SRHR and GBV Advisor, Programme Coordinator, Woreda Programme Supervisor, and Junior Finance Officer

Job Summary

Provides technical leadership on Sexual and Reproductive Health and Rights (SRHR) and Gender-Based Violence (GBV) programming, ensuring quality implementation, capacity strengthening, integration of best practices, technical guidance, and adherence to relevant standards and guidelines.

Specific Role and Responsibility

  • Provide technical leadership and oversight for the design, implementation, monitoring, and quality assurance of SRHR and GBV interventions.
  • Ensure the integration of GBV prevention, mitigation, and response activities across project components.
  • Provide technical support, mentoring, and capacity building to project staff, partners, and relevant stakeholders.
  • Support the development of technical guidelines, tools, training materials, and implementation plans in line with national and international standards.
  • Coordinate with government institutions, NGOs, and community-based organizations to strengthen collaboration and service delivery.
  • Strengthen referral pathways and promote survivor-centered, rights-based, and gender-transformative approaches.
  • Monitor project performance, support data analysis, and ensure the use of evidence for program improvement and decision-making.
  • Lead the documentation and dissemination of lessons learned, best practices, and knowledge products.
  • Support advocacy initiatives related to SRHR, GBV prevention and response, gender equality, and women’s rights.
  • Contribute technical input to project proposals, work plans, budgets, donor reports, and resource mobilization efforts.
  • Ensure compliance with donor requirements, safeguarding standards, organizational policies, and reporting obligations.
  • Represent the organization in relevant technical working groups, coordination platforms, and stakeholder engagements.

Educational Background and Experience

  • Master’s degree in public health, Gender Studies, Social Work, Reproductive Health, or related field with 5 years of experience in SRHR and GBV programming and technical support

  • Strong interpersonal skills, collaborations, ethical conduct, and the ability to work effectively at the community level are essential.
  • Communication, collaboration, teamwork, facilitation, and reporting skills are essential
