PIN currently invites qualified applicants for the position of: Radio Operator for Access and Safety department.

Number of staff requires –1

Length of Contract: Definite until July 31/2027

Place of Work: – Based in Addis Ababa with frequent field travel to PIN’s project sites in different regions as required.

Salary: 258 USD

Key summary

The Radio Operator (RO) use phones and satellite phones to ensure secure and confidential communications for PIN’s operational needs, in accordance with current security rules and policies. She/he ensures the proper condition of communication equipment and devices for the mission. The radio operator is also responsible for daily monitoring of the security situation in PIN’s areas of intervention related to the movements. RO maintains and updates the tracking of PIN staff movements in all the areas in real time. RO cooperates closely with all drivers/passengers (PIN employees), Access & Safety Coordinator, Fleet manager and reports to Access & Safety Coordinator (ASC) and Country Director (CD).

Tasks and responsibilities

The Radio Operator (RO) is responsible for the following agenda.

Communication:

  • Manage PIN’s security communications for all Country Program (CP).
  • Maintain regular contact with all PIN projects/drivers
  • Ensure the proper functioning of Thurayas (including credit activation through communication with PIN headquarters), as well as maintaining a list of available Thuraya numbers and their conditions for the mission.
  • Regular check and update of PIN Employees´ contact list together with Human Resource Officer.
  • Receive and transmit messages from the field or coordination, ensuring clear understanding of the messages.
  • Record all communications and events in the designated communication logbook.
  • Ensure equipment is in good working condition (Thuraya´s batteries are cleaned and charged, etc.) and communication equipment is protected from damage
  • Report any incidents to the Access & Safety Coordinator (ASC) or Country Director (CD).
  • Responsible for morning check-ins and follow ups with the various bases on the situation and report any anomalies to the ASC.

Movements (SOP):

  • Responsible for monitoring roads and territories before any PIN movement, in collaboration with the Logistics Manager – Fleet and the Access and Safety Coordinator.
  • Track all the movements of PIN staff:
  • Travel is conducted according to the travel request and approved before any departure.
  • Communication is carried out according to agreed-upon rules.
  • Movement times and reporting procedures are followed.

General tasks:

  • Ensure compliance with communication guidelines.
  • Maintaindaily contact with PIN teams in all the locations.
  • Keep the contact network updated to receive and verify information, and share important contacts with ASC.
  • Monitor and maintain security contingency kits, such as medical security kits and security trunks.
  • Submit purchase requests for items to update the security trunk and emergency medical kits.
  • Collect/develop SITREPs (Situation Reports) on the general situation with focus on movements.
  • Record any general deterioration in the situation.
  • Distribute communication tools for field use on a named basis in cooperation with logistics.
  • Ensure proper use of distributed equipment. Provide basic training on Thuraya usage to PIN staff as needed.
  • Provide communication briefings to new arrivals (employees, expatriates on mission, or visitors).
  • Ensure vehicles leaving the base are equipped with necessary communication tools, protective gear, visibility material if relevant and safe for the area (flag, PIN logo, no arms sign).
  • Stay informed about movement plans and monitor for any changes.

Human Resources:

  • Regularly organize information sessions for all staff, particularly drivers and guards, on:
  • Thuraya
  • Communication tree
  • Use of different communication channels (Signal, WhatsApp, Teams, etc.)

ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
  • Participate in training and awareness raising (CoC and KP, Safeguarding…).
  • Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
  • Create and maintain a fulfilling and protective environment.

General obligations and responsibilities

The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).

PIN is a relief and development organization whose aim is to help and assist needy people. The Employee’s position within the institution requires contacts with outside; he or she therefore conveys a certain image of the PIN. PIN expects its Employees to behave in appropriate manners at all times and in all places. All members of staff should ensure their attitudes correspond to PIN principles, both during and after working hours.

The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.

Qualifications and requirements:

  • Minimum Bachelor degree in Social Science, Security studies or related fields of studies.
  • Minimum 2 years and above relevant work experience
  • Strong communication and interpersonal skills
  • Ability to write reports and briefing.
  • Knowledge of Tigrigna/ Afaan Oromo Language is a plus.
  • Culturally sensitive, the ability to work in teams/ isolated situation and stressful environments and under pressure of meeting deadlines.
  • Knowledge about core humanitarian standards
  • Previous working experience in the INGO environment
  • Computer friendly (Word, excel, power point, outlook etc)
