Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, South Omo and Gambella regions.

Position Objective
Community Development Facilitator (CDF) plays a key role in supporting the effective implementation of DCA’s Fresh Food e-Voucher (e-FFV) and protection activities. Working closely with community representatives, beneficiary committee, vendors and project teams, the facilitator ensures smooth cash and voucher operations, transparent beneficiary support, and timely data collection. The role also includes additional tasks as assigned by the supervisor.
Purpose
- Actively engage in the identification, targeting, registration and verification of MPCA beneficiaries, ensuring inclusion of the most vulnerable groups.
- Provide beneficiaries with orientation on FFEV objectives, top-up utilization, and financial literacy.
- Conduct and monitor smart card distributions, ensuring safe, transparent, and accountable distribution.
- Conduct weekly community-based GBV awareness sessions for DCA fresh food beneficiaries and other vulnerable groups and support confidential referrals through the inter-agency referral pathway with protection partners.
- Support data collection for Post-Distribution Monitoring (PDM), accountability surveys, and feedback mechanisms.
- Ensure proper documentation and reporting of all community-based activities in coordination with the IT database and MEAL team.
Engagement
- Actively engage in the identification, targeting, registration and verification of e-FFV beneficiaries, ensuring inclusion of the most vulnerable groups.
- Provide guidance to vendors and beneficiaries on using the e-voucher system.
- Monitor daily voucher transactions to ensure compliance and documentation.
- Distribute beneficiary entitlements and promote awareness on pricing and complaint mechanisms.
- Conduct bi-weekly market assessments to determine market demand and supply for different fresh food items.
Delivery
- Engage community leaders, RCCs, vendor committees, and complaint focal points in implementation.
- Handle beneficiary and vendor complaints, log feedback, and ensure timely response.
- Conduct FGDs to gather feedback and improve service quality.
- Coordinate closely with vendors, CDFs, Field Officer, IT database and MEAL teams.
- Participate in vendor review meetings and community meetings.
Report weekly and monthly on Fresh food and voucher and protection activities and progress.
Job Requirement
- Bachelor’s Degree or Diploma in Agriculture, Agronomy, Crop Production, Natural Resource Management, or a related field from a recognized institution
- At least 4 years of relevant field-level experience supporting smallholder farmers on crop production and agronomic practices
- Practical experience in agricultural livelihood or development projects, preferably with NGOs or humanitarian organizations.
- Direct hands-on experience working with refugee and host community populations
- Good practical knowledge of irrigation activities, crop production, value chains, and climate-resilient agricultural practices
- Strong experience in community mobilization, facilitation of trainings, and field demonstrations
- Ability to collect field data, follow up activities, and report progress clearly
- Basic computer skills including MS Word, Excel, PowerPoint, and Outlook
- Knowledge of the local operational context is an advantage
- Proficient in English language
- Fluency in local language is mandatory
