Organizational Background

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and re‑registered under Proclamation № 1113/2019. ECDD works to promote and facilitate the inclusion of persons with disabilities in mainstream service delivery and development programs, envisioning an inclusive Ethiopia where persons with disabilities enjoy equal rights and opportunities.

With funding from the Finnish Evangelical Lutheran Mission (FELM), ECDD is implementing the AMPLIFY Project (2026–2029). The project aims to empower persons with disabilities and their representative organizations (OPDs), enhance social inclusion, and strengthen government duty bearers to adopt disability‑inclusive policies and practices.

To ensure effective implementation and coordination of project activities, ECDD seeks to recruit qualified and motivated Project Officers for Jimma and Mekelle project target areas.

Purpose of the Position

The Project Officer will support the city-level implementation of the AMPLIFY Project in Mekelle or Jimma. The role focuses on coordinating activities with OPDs, government institutions, and community stakeholders, ensuring timely delivery of project outputs, and reporting progress to the Project Coordinator.

Key Duties and Responsibilities

A. Project Implementation

  • Support planning and execution of project activities in the assigned city.
  • Facilitate trainings, dialogues, and advocacy initiatives with OPDs and stakeholders.
  • Organize capacity-building trainings for OPDs, community actors, media professionals, parliamentarians, justice sector actors, and government duty bearers in the target area.
  • Support organizational capacity assessment and strengthening activities for OPDs.
  • Facilitate advocacy initiatives, mentoring programs, networking forums, and stakeholder engagements led by OPDs.
  • Organize workshops, consultations, dialogues, campaigns, and experience-sharing events related to disability rights and inclusion.
  • Support activities aimed at enhancing participation of persons with disabilities in elections, governance, peacebuilding, and leadership processes.
  • Coordinate community awareness campaigns and social behavior change communication (SBCC) activities to address stigma and discrimination against persons with disabilities.
  • Work closely with media institutions and journalists to promote accurate and inclusive portrayal of disability rights issues.
  • Ensure disability inclusion, gender equality, and safeguarding principles are applied.

B. Stakeholder Engagement

  • Strengthen collaboration with OPDs, government offices, and community structures.
  • Facilitate constructive engagement between rights-holders and duty-bearers.
  • Support local advocacy initiatives and documentation of outcomes.
  • Maintain effective communication and collaboration with stakeholders, partners, OPDs, and beneficiaries.

C. Monitoring and Reporting

  • Collect disaggregated data (disability, age, gender) from project activities.
  • Ensure proper documentation and dissemination of project achievements, lessons learned, case stories, best practices, and success stories of the project and its stakeholders
  • Collaborate with the Monitoring and Evaluation team in tracking project indicators and preparing progress reports.
  • Collaborate with project coordinator to Prepare internal and donor reports, and other required project documentation.

D. Financial and Administrative Support

  • Ensure proper utilization of project resources at the city level.
  • Support procurement and logistics for trainings, workshops, and meetings.
  • Adhere to ECDD’s safeguarding, anti-fraud, and compliance policies.

E. Representation and Visibility

  • Represent ECDD in local forums, meetings, and events.
  • Promote ethical and inclusive representation of persons with disabilities in communications.
  • Undertake other related duties assigned by the Project Coordinator, deputy Program director, or Program Director.

Required Qualifications

  • Bachelor’s degree in social sciences, Social Work, Sociology, Law, Political Science, Public Policy, Project Management, or related fields.
  • Specialized training in disability rights is an asset.

Experience

  • Minimum of 2 years of relevant professional experience in NGO or community-based projects.
  • Experience in disability inclusion, advocacy, or governance.
  • Proven experience working with OPDs, government stakeholders, and community structures.

Competency

  • Strong understanding of disability rights and inclusion principles.
  • Skills in facilitation, coordination, and stakeholder engagement.
  • Good reporting and documentation skills.
  • Ability to manage multiple tasks and priorities.

  • Strong communication skills in English and Amharic (local language proficiency is also mandatory).
  • Commitment to human rights and disability inclusion.
