Job Description
JOB SUMMARY
The WASH Program Manager is responsible for the overall management of WASH project in the Samaritans Purse WASH intervention area. The position also requires proper management of the WASH program’s financial, material, and other resources, and provide training and capacity building for WASH field staff.
KEY RESPONSIBILITIES
- Lead and manage the national WASH team, providing direction to coordinators, promoters, trainers, and other staff.
- Implement and monitor monthly WASH activity plans including technical design, budgeting, procurement, and scheduling in coordination with the SPE WASH Technical Lead.
- Oversee all WASH project components across the full project cycle assessments, design, implementation, monitoring, reporting, evaluation, and closeout ensuring alignment with SP quality standards, donor requirements, and sector best practices.
- Ensure timely and effective implementation of project activities, achieving outputs and outcomes within approved budgets, timelines, and designs.
- Manage project finances by monitoring monthly spending, updating forecasts, and ensuring expenditures comply with donor and organizational requirements.
- Uphold logistical and operational procedures, including procurement, warehousing, and inventory management.
- Support HR processes by developing organigrams, drafting job descriptions, and recruiting WASH staff in collaboration with HR.
- Ensure accurate and timely project reporting and maintain clear communication on progress and challenges with all stakeholders.
- Coordinate and liaise with communities, Woreda, Zone and Regional governmental structures clusters, working groups, senior leadership, and other internal and external partners.
- Build and maintain relationships with local authorities, NGOs, and UN agencies to support project objectives.
- All other duties as assigned
EDUCATION / EXPERIENCE NEEDED
- Bachelors degree in Water Engineering, Civil or Environmental Engineering, Public Health, Hydrology, Hydraulic and Water Resources Engineering, Water Resources and Irrigation Engineering Geology, International Development, or related field of study.
- Minimum 5 years related experience with at least 2 years in leadership capacity
LANGUAGE
- Proficiency in English and Amharic
- Knowledge of the regional language required
- Knowledge of any other national language is a plus
