Job Summary:
EHIS is seeking one qualified and experienced Statistician or Data Analyst to support the design and implementation of a Case-Based Payment System within the Provider Affairs and Quality Assurance (PAQA-LE) Unit. The assignment will be conducted under the direct supervision of the PAQA-LEO.
The selected expert will play a key role in analyzing healthcare and expenditure data required to determine payment rates for hospital inpatient services under the case-based payment system. The assignment will be technically guided by the consultant leading the Case-Based Payment System Design and Implementation initiative and will involve close collaboration with Technical Working Groups (TWGs) and relevant sector stakeholders engaged in the reform process.
The Data Analyst/Statistician will be responsible for organizing, cleaning, processing, analyzing, and interpreting large datasets related to healthcare financing and hospital inpatient services. The role requires advanced statistical and analytical expertise to support evidence-based payment rate determination and policy decision-making for the Case-Based Payment System.
The successful candidate is expected to apply best practices in data management, statistical analysis, and reporting while ensuring accuracy, consistency, and reproducibility of analytical outputs.
3. Key Duties and Responsibilities
The Data Analyst/Statistician will undertake the following tasks:
- Clean datasets and systematically assess data quality prior to analysis;
- Merge datasets and create new datasets for analytical purposes, including expenditure and normative datasets;
- Create and derive new variables from existing datasets;
- Label variables and ensure datasets are accurately documented and described;
- Analyze data using statistical software such as STATA and/or R, applying appropriate analytical methodologies;
- Develop, annotate, and maintain syntax files documenting all data transformations and statistical procedures to ensure reproducibility and verification of analysis;
- Produce tables, analytical outputs, and statistical summaries required for determining payment rates;
- Develop graphs, charts, figures, and maps illustrating data distributions and analytical findings;
- Support Technical Working Groups (TWGs) in interpreting analytical outputs and translating findings into practical recommendations;
- Apply internationally recognized best practices in data processing, management, and statistical analysis;
- Prepare and submit comprehensive analytical compiled reports and required deliverables.
4. Qualifications and Experience
Educational Qualifications
Candidates must possess one of the following qualifications:
- Master’s and BA Degree in Statistics or Biostatistics with a Bachelor’s Degree in Public Health, Nursing, Health Economics, Health Informatics, or related fields;
- Master’s Degree in Public Health with a Bachelor’s Degree in Statistics or Biostatistics.
Professional Experience
- Minimum of 10 years of professional experience in organizing, managing, and analyzing large datasets, preferably in the areas of health financing, healthcare systems, or public health;
- Demonstrated experience in statistical analysis and health-related data management;
- Experience working with international, regional, and national partners and stakeholders;
- Proven ability to work collaboratively within multidisciplinary teams and Technical Working Groups.
5. Skills and Competencies

6. Duration of Assignment
- The duration of the assignment will be: Three (3) months
7. Payment Modality
- Payment will be made Based on approved deliverables and submission of satisfactory outputs in accordance with the agreed work plan and timelines.
8. Reporting Line
The Data Analyst/Statistician will report directly to the: Provider Affairs and Quality Assurance Lead Expert (PAQA-LEO) and will work in close collaboration with the Case-Based Payment System Consultant and relevant Technical Working Groups (TWGs), KOFIH and GNE.
