The purpose of the position

Under the supervision of the PSS Counselor, the CP-GBV Case Worker will oversee the provision of survivor-centered CP-GBV case management services to women and girls affected by conflict, specifically providing support to survivors of gender-based violence. The CP-GBV Case Worker will identify the needs of women and girls and children’s at risk of CP-GBV and refer them to appropriate and quality services to meet their needs.

The CP-GBV Case Workers will oversee and coordinate all CP-GBV activities in the Women and Girls Friendly Space (WGFS), CFS, assess women’s and girls’ and children’s immediate needs, develop immediate care and treatment action plan and implement and follow up women’s and girls’ and children’s care action plans.

Key responsibilities and deliverables

  • Provide survivor-centered case management services, including needs assessment, case planning, referrals, follow-up, and supportive counseling.
  • Develop and implement individualized case plans for women and girls receiving case management services.
  • Ensure regular follow-up and monitor the implementation of each survivor’s case plan.
  • Provide confidential referrals in the best interest of survivors and follow up to ensure they receive appropriate services.
  • Receive and manage cases referred by partners, safe houses, and other service providers.
  • Conduct intake assessments, develop action plans, implement agreed interventions, and close cases according to established standards.
  • Provide basic emotional support (in line with the IASC MHPSS guidelines pyramid) to survivors and, when appropriate, to their close family members.
  • Conduct individual assessments to determine eligibility for material assistance, NFIs, dignity kits, or transportation support for medical treatment, as required.
  • Refer clients to appropriate services and, when necessary, accompany them to service providers.
  • Maintain accurate, complete, and confidential case management records, ensuring proper filing and secure storage.
  • Lead weekly internal case management meetings and promptly report emergency or high-risk cases to the PSS Counselor and relevant team members.
  • Maintain regular communication with community outreach workers to identify and respond to cases requiring support.
  • Create and regularly update service mapping in the coverage area and coordinate woreda-level case management meetings.
  • Identify gaps and challenges in service delivery and coordinate with relevant actors to improve safe and confidential access to services.
  • Build and maintain strong relationships with service providers and community stakeholders to strengthen referral systems and survivor support.
  • Support coordination and supervision of activities in Women and Girls Friendly Spaces (WGFS) and CFS(child friendly space).
  • Plan and conduct service awareness sessions in collaboration with the PSS Counselor, community outreach workers, and NGO/CSO partners, as applicable.
  • Identify training needs of outreach workers, community volunteers, and key community gatekeepers, and support capacity-building initiatives.
  • Support the PSS Counselor in preparing monthly reports and conducting site visits to assess service quality and identify gaps.
  • Carry out any other duties assigned by the AWA Regional Director or project coordinator/Program Officer.

Coordination

  • Coordinate with community outreach workers, volunteers, and other field staff to identify and support CP-GBV survivors.
  • Maintain strong working relationships with service providers, including health facilities, psychosocial support actors, legal aid, police, and social services.
  • Ensure proper referral of survivors to appropriate services and follow up to verify that support has been provided.
  • Participate in case management coordination meetings at woreda levels with partners and stakeholders.
  • Support the development and updating of referral pathways and service mapping in the target area.
  • Collaborate with health center, health posts, Women and Girls Friendly Spaces (WGFS) and CFS (child friendly space). Staff to implement coordinated CP-GBV activities and monitor service quality.
  • Engage with community leaders, protection committees, and other key stakeholders to strengthen community-based referral mechanisms.
  • Share lessons learned, best practices, and feedback with supervisors and program teams to improve CP-GBV response and coordination

Reporting

  • Maintain accurate and up-to-date case management records, ensuring confidentiality and the secure storage of all sensitive information.
  • Complete intake forms, assessment reports, case action plans, follow-up reports, and case closure documentation in accordance with organizational standards.
  • Prepare and submit weekly, monthly, and quarterly reports on case management activities to the PSS Counselor or Program Officer.
  • Document challenges, gaps, and successes in service delivery to support continuous program improvement.
  • Promptly report high-risk cases or emergency situations to supervisors for immediate action.
  • Contribute to data collection for service mapping, monitoring, and evaluation purposes.
  • Ensure that all reports comply with ethical standards, survivor-centered principles, and confidentiality guidelines.

  • Adhere to the organization’s safeguarding Code of Conduct and PSEA policies.
  • Maintain strict confidentiality of survivor information.
  • Apply survivor-centered and Do No Harm principles in and case management and all activities
  • Be an active role model for the population, by adhering to a healthy personal behavior and life- style
  • Maintain a non-judgmental and supportive attitude towards colleagues and beneficiaries regardless of their background, political affiliation or religion.

Work experience and education background Requirements for the vacancy

  • Bachelor’s degree in social and health-related field such as Public Health, Nursing, Social Work, sociology, psychiatry, Psychology, gender studies or any other related discipline.
  • Minimum of two (2) years of solid experience in CP-GBV case management, psychosocial support, social work, child protection, community outreach, or community care in the area of CP- GBV within a humanitarian context NGO, INGO, CWO with demonstrated experience and commitment to working with marginalized and vulnerable communities.
  • Strong knowledge and mastery of CP-GBV principles, case management processes, and their application within a survivor-centered approach.
  • Sound understanding of PSEA, psychosocial support, and CP-GBV case management.
  • Ability to perform tasks and work with minimal supervision.
  • High sense of initiative, analytical skills, and independent decision-making ability

Required Technical Competencies and Skills

  • Excellent command of both Amharic and English, with strong written and verbal communication skills.
    • Ability to work effectively under high-pressure conditions and meet tight deadlines.
    • Strong team player with proven experience working in multi-cultural and multi-ethnic environments, demonstrating adaptability and collaboration
    • Strong understanding of CP-GBV core principles and survivor-centered approach.
    • Knowledge of referral systems and protection mechanisms.
    • Case documentation and reporting skills.
    • Basic counseling and communication skills
