Job Description
ROLE PURPOSE:
The WASH Coordinator will lead the design, implementation, and coordination of WASH interventions under the ECHO-funded Area-Based Approach (ABA) programme in Wag Himra. The role ensures the delivery of high-quality, integrated WASH services that address critical public health risks related to water scarcity, poor sanitation, and hygiene gaps, while strengthening system functionality and coordination mechanisms.
The position will ensure WASH programming is aligned with ABA principles, contributing to joint analysis, coordinated prioritisation, and integrated service delivery across sectors. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile.

The role holder will closely work with the respective government offices, hygiene and sanitation officers, and should quarterly assess and report on the health facility WASH coverages, communal and institutional latrine coverages and overall latrine coverage and functionality at the respective intervention woredas. He will also assess the water quality monitoring tests with integration of government office water quality teams to ensure clean drinking water at the household level.
KEY AREAS OF ACCOUNTABILITY:
Programme Design & Strategy
- Lead WASH programme design aligned with needs assessments and ABA priorities
- Ensure interventions target critical gaps in water, sanitation, and hygiene services
- Integrate WASH with health, nutrition, education, and protection outcomes
Programme Management
- Oversee implementation of WASH activities including:
- Rehabilitation of water systems
- Sanitation improvements in communities, schools, and health facilities
- Hygiene promotion and behaviour change
- Ensure timely and quality delivery of all WASH outputs
ABA Coordination & Integration
- Actively contribute to ABA coordination mechanisms at zonal and woreda level
- Support service mapping, gap analysis, and joint response planning
- Ensure WASH data feeds into joint decision-making platforms
Technical Quality Assurance
• Ensure all WASH interventions meet Sphere and national standards
• Provide technical guidance on infrastructure design and hygiene promotion
• Conduct regular field monitoring and quality checks
Partnership & Networking
• Coordinate with government WASH offices, clusters, and partners
• Support capacity building of local partners and stakeholders
Monitoring, Evaluation & Reporting
• Ensure strong MEAL integration in WASH programming
• Monitor indicators related to service functionality and access
• Contribute to donor reporting and documentation
Safeguarding
• Ensure all WASH activities are safe, inclusive, and accessible
• Promote safeguarding and protection mainstreaming
QUALIFICATION
- Degree in Civil Engineering, Water Engineering, Environmental Health or related field
EXPERIENCE AND SKILLS Essential
- Minimum 4 years’ experience in humanitarian WASH programming
- Strong experience in emergency and early recovery contexts
- Experience with system rehabilitation (water schemes, sanitation)
- Familiarity with ABA or integrated programming
- Strong coordination and stakeholder engagement skills
Desirable
- Experience in Sekota or similar contexts
- Experience with ECHO-funded projects
- Knowledge of GIS/service mapping
