Job Description

Background

African and South Asia Members have requested support to WMO with regards to updating their legal framework for NMHS and early warning operational procedures.

Duties and Responsibilities

Under the supervision of the Head, Technical Coordination Unit (TCU), the incumbent will support different projects and perform the following duties:

1- Mali: providing advice to their NMHSs on recruitment of consultants and the development of early warning operating procedures, making optimal use of the Content Management SystemPUMA 2025 and Climate StationSWFPSDS-WASFANFARFFGSVoltAlarm, future forecaster and production workstations, based on preparatory work done for Burkina Faso and Togo with the assistance of PREDICT in 2025 – 3 days;

2- Guinea: provision of guidance to ANM about its Board and development of a meteorological bill, in relation with CREWS ASW and AFD Climagui project – 5 days;

3- Côte d’Ivoire: provision of guidance to SODEXAM/DMN on the draft national meteorological code in support of its institutional strengthening and finalizing the socio-economic analysis – 5 days

4- Togo: support ANAMET on the draft national meteorological code and joint reporting on NFCS, EW4All and NSP organization of its Board meeting – 3 days;

5- Madagascar: providing support for recruitment of consultants to get approval on the strategic plan for DGM, and updated NFCS, in line with EW4All 2024 and NFCS 2015 action plans – (including potentially a mission in the first semester 2026), 10 days;

6– Animate, with other consultants, the Strategic Planning Community of Practice (CoP) and updating of the NSP/ QMS spreadsheet – 10 days:

  1. Organize 2 meetings to strengthen the membership and Member support from the CoP (strategic planning, QMS, legal framework), in coordination with RIMES and with specific focus on South Asia and Africa;
  2. Extract lessons learned from all previous workshops and country interventions for strengthening the community of practive in different sub-regions (starting with South Asia and Africa), to capitalize on strategic planning, QMS, and institutional strengthening instruments.

The following documents – with links to deliverables corresponding to the duties listed above – will be provided to WMO:

  • Inception report, by mid-May 2026;
  • Mid-term report, by mid-June 2026;
  • Final report, by end-Nov 2026.

Required Skills and Experience

Education: 

Degree in meteorology, business administration or a field relevant to supporting NMHSs

Experience:

Experience with NMHSs of Côte d’Ivoire, Guinea, Madagascar, Togo. Minimum 15 years of experience in supporting institutional aspects of NMHSs capacity development.

Languages:

  • Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of WMO are Arabic, Chinese, English, French, Russian and Spanish.)

Salary and Allowances :

PayBand: D (620 – 750 USD per day)

Duration:

  • 36 days over 8 months
