Job Description

ELiDA (Empathy for Life integrated Development Association) is seeking a qualified consultant or consulting firm to conduct a concurrent Project Impact Assessment and Endline Survey for two Malala Fund-supported projects in the South Wollo Zone of the Amhara Region.

The projects focus on girls’ secondary education in conflict-affected, hard-to-reach districts (“Building a Brighter Future” in Tehuledere and Dessie Zuria; “Ensuring the Right to Sustainable Quality Learning” in Tehuledere and Worebabo).

Scope of Work:

  • Measure final progress against baseline indicators (enrollment, retention, learning outcomes).
  • Validate the causal link between project interventions and improvements in girls’ education.
  • Assess the transformation of systemic barriers and social norms.
  • Evaluate the sustainability of the “Her School” model within local institutions.
  • Apply OECD-DAC criteria for the endline evaluation.
  • Deliverables include data collection tools (KII, FGD, observation), clean datasets, success stories/case studies, and a comprehensive final report.

Timeline: The assignment must be completed within 3 weeks (April 2026).

About You

  • Master’s degree or above in Education, Social Science, Development Studies, Project Management, or a similar profession.
  • Minimum of 3 years of experience in social sciences, assessments, evaluations, and project management.
  • Proven experience with MEAL systems and digital tools (Kobo Toolbox, SPSS).
  • Demonstrated experience applying OECD-DAC criteria to evaluations.
  • Experience working with Civil Society Organizations (CSOs) in Ethiopia.
  • Knowledge of the Amhara region context (specifically South Wollo).
  • Strong English communication skills (written and verbal).
  • Proven track record of conducting similar assessments for international donors (e.g., Malala Fund, USAID, UN Agencies, FCDO).
