About the Organization:

VisionFund Micro Finance Institution (S.C) is an Institution established according to proclamation No. 40/96 to provide financial services to the productive poor in the rural and urban areas of Ethiopia. VisionFund is currently operating in five of the Regional States of the country. VisionFund MFI is currently looking for candidates for the position of Senior Treasury Officer role at Head Office. The successful candidates will have skills and experience that meet the following requirements:

  1. Job Summery

The Senior Treasury Officer will be responsible for overseeing daily treasury operations, ensuring effective liquidity management, managing short-term cash flow requirements, and maintaining strong relationships with financial institutions. The role will also handle the end-to-end process of Letter of Credit (LC) management.

2. Specific Duties and Responsibilities

2.1. Treasury Activities

  • Liquidity & Cash Management: Forecast daily, weekly, monthly cash flows to ensure operational funding.
  • Liquidity Control: Monitor bank balances and manage financial resources efficiently.
  • Banking Relationships: Primary contact for financial institutions; manage bank accounts, signatories, facilities.
  • Treasury Operations: Manage Letters of Credit (LC), bank guarantees, trade loans.
  • Risk Management: Monitor foreign exchange exposure, interest rates; implement hedging.
  • Compliance: Enforce treasury policies, manage settlement risks, ensure regulatory compliance.
  • Reconciliation & Reporting: Timely bank reconciliations; produce reports on cash, loans, investments.
  • Prepare cash flow plans, forecasts, and reports.
  • Prepare periodic liquidity, ALCO (Asset Liability Committee), and ALM (Asset Liability Management) reports.
  • Branch Support: Supply cash to branches; maintain efficient cash levels.
  • Ensure compliance with treasury policies, tax laws, and audits.
  • Manage daily payment processing and interactions with banks and stakeholders.
  • Maintain treasury management policies and procedures.
  • Execute daily financing decisions and manage cash flow and cash equivalents.
  • Manage bank cards, online payments, RTGS transactions, and cash on hand.
  • Maintain documentation related to bank accounts and correspondences.
  • Provide technical support to programs/projects as needed.

    2.2. Staff Organization

  • Guide and support Treasury Division staff.
  • Develop technical skills and capacity of subordinates.
  • Conduct performance management: planning, monitoring, appraisals.
  • Mentor and coach staff regularly.

    2.3. Reporting and Others

  • Submit periodic reports to Treasury Division manager.
  • Support treasury division roles and cash inflows/disbursement reporting.
  • Perform additional duties as assigned.
4. Minimum Qualifications

A) Education/Training

  • MA/BA in Accounting, Finance, or related fields.

B) Experience

  • A minimum of 5/7 years experience in Microfinance or Banking, of which at least three years in Treasury roles in Banks or MFIs Institution.

  • Proficient in banking software, accounting tools, Microsoft Office.
  • Knowledge of Microfinance/Bank operations.
  • Understanding of Cash Management, Account Services, Clearing, Payments.
  • Problem identification and risk management application.
  • Knowledge of regression analysis, time series methodologies.
  • Skilled in data collection and evaluation techniques.
  • Experience managing teams/units.
  • Proven track record in delivering quality service and timely reports

Terms of Employment: Permanent

Salary: As per the Institution salary scale
