Background

Vétérinaires Sans Frontières – Germany (VSF Germany) is a non-governmental, non-profit making international Organization engaged in humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. With support in animal health, agriculture, WASH, marketing, and food safety, VSFG works towards food security and strengthened livelihoods of pastoralist and agro-pastoral communities. VSF Germany is registered and licensed in Ethiopia by the Authority for Civil Society Organizations since March 2010 as foreign organization re-registered since May 23, 2019, with License no 1662. VSF Germany implements activities in Ethiopia, Sudan, South Sudan, Kenya, Somalia, and Uganda.

VSF Germany seeks to recruit qualified and well experienced staffs for the project entitled “Drought Emergency Response in Borana, Afar, South OMO and Somali Region (DER-BOASS)” funded by U.S Department of State. To support effective monitoring, accountability, and learning at the field level, the organization is seeking a qualified.

Monthly salary: As per the VSF Germany salary scale
No Of positions: Two (One for each place)
Length of Contract: Six months

Position Summary

The MEAL Officer will support the monitoring, evaluation, accountability, and learning functions of the project at field level. The position will ensure systematic data collection, quality monitoring of project activities, documentation of results, and effective feedback mechanisms with communities and stakeholders.

The MEAL Officer will work closely with project teams to strengthen data management systems, track project progress, and promote learning to improve program implementation.

Key Duties and Responsibilities

Monitoring and Data Collection

• Support the implementation of project monitoring systems at field level.
• Conduct regular field monitoring visits to track progress of project activities.
• Collect, verify, and compile project data in accordance with established monitoring frameworks.
• Ensure accurate and timely data entry into project monitoring databases and systems.
Evaluation and Data Quality
• Support baseline, midline, and endline assessments where required.
• Ensure data quality through regular verification, validation, and field checks.
• Assist in analyzing project data to assess progress toward project indicators and targets.

Accountability to Communities

• Support the establishment and management of community feedback and complaint response mechanisms.
• Ensure that beneficiary feedback is documented, analyzed, and addressed appropriately.
• Promote community participation and transparency in project implementation.

Reporting and Documentation

• Prepare periodic monitoring reports and contribute to project progress reports.
• Support documentation of success stories, lessons learned, and best practices.
• Maintain proper documentation and filing of monitoring data and reports.

Learning and Knowledge Sharing

• Facilitate learning and reflection sessions with project staff and stakeholders.
• Support the documentation and dissemination of lessons learned to improve project implementation.

Capacity Building

• Support project staff and community partners in understanding monitoring tools and data collection processes.
• Provide technical support to field teams in the use of monitoring tools and reporting formats.

Required Qualifications

Education

• Bachelor’s degree in Statistics, Economics, Development Studies, Social Sciences, Agricultural Economics, Public Health, or other relevant fields.
• Exposure to and practical skills in statistical application software are an advantage.

Experience

• Minimum 5 years of relevant experience in monitoring and evaluation in development or humanitarian programs.
• Experience in data collection, field monitoring, and project evaluation.
• Experience working in WASH, agriculture, or rural development programs is an advantage.

Skills and Competencies

• Strong skills in data collection, data management, and analysis.
• Experience using digital data collection tools such as KoboToolbox, ODK, or similar platforms.
• Good knowledge of monitoring and evaluation concepts and frameworks.
• Strong analytical and problem-solving skills.
• Good communication and report writing skills in English.
• Ability to work independently and as part of a multidisciplinary team.
• Willingness to travel frequently within the project areas.
