Job Description
Organizational Background
HUNDEE – Oromo Grassroots Development Initiative is a local non-partisan, not-for profit and secular charity organization established in April 1995. HUNDEE broadly envisions seeing a just world where women, men, boys and girls live in dignity and prosperity. To this end, it has been promoting various projects being developed in the areas of development and community education interventions.
It has secured funding support from ISHIDO for the implementation of a project that seeks to deliver family-focused HIV prevention, testing, care services and interventions for vulnerable children in Adaba, Adola, Bule-Hora, Negele Arsi, Odo-Shakiso, Shakiso, Shashemene Yabello, Becho, Burayu and Woliso, Kofele, Dire(Mega), towns of Oromia National Regional State. The Main purpose of this project is to strengthen local HIV epidemic control so that 95% of individuals living with HIV know their status, 95% of persons living with HIV initiate antiretroviral therapy and 95% of clients on antiretroviral therapy achieve their viral load suppression. Currently, our organization seeks to hire competent and qualified candidates who fulfill the following criteria of the position.
Position: HIV Service Officer
Job Summary
Under the direction and close supervision of HIV Service Specialist, the HIV Service Officer is primarily responsible to:
- Responsible to deliver town level overall CHCT-FFHPCT Lifesaving activity and target set;
- Facilitate linkage between community and health facilities and vice versa: putting the need and choice of the clients and their families at the center of the required care for linkage;
- Collaborates with the ISHDO staff to achieve project objectives and strategies, to deliver targets and the operational plans of the project;
- Establishing of partnership with stakeholders signing Memorandum of Understanding (MOU) on the roles and responsibility shared to all stakeholders;
- Distribute line list formats to health facilities and collect the line list/family matrix of index client’s form the health facilities. make sure that the line lists are complete and have signature of the service provider including the facility official stamp.
- Conduct PNS for selected index clients including benefit of testing to assist and encourage the index clients to disclose and refer their partners to health facility for HIV testing.
- obtain line list of the index client spouse, non-spouse and biological children in last 12 months from ART & PMTC Clinics.
- Ensure confidentiality including using anonymous PNS when possible or preferred.
- Carefully conduct screening for IPV to all clients to avoid adverse outcomes.
- Notify partners for potential exposure and refer to facility conventional HIV testing.
- Receive feedback from health facility, record and document the outcome of services provided at community level;
- Ensure the Implementation of community-based HIV testing based on clients’ preference including assisted HIV self-test for eligible clients at community, establishment of CAG/PCAD, identification of new HIV positives and tracing and re-engaging lost to follow up client to treatment, and other activities;
- Train, supervise, and mentor case workers to ensure effective ICT/PNS and the beneficiaries have individualized care plan and get comprehensive package of quality services.
- Work closely with health facilities, households, community and government platforms like CCC, HEW, HDA, PLHIV association, civic society organizations (CSOs), religious leaders and government structures to reduce incidence of lost to follow-up and improve clinical, social and economic outcomes of PLHIV;
- Case management for People Living with HIV (PLHIV) in the community including recording and reporting using paper-based system which subsequently transferred to CommCare application;
- Provide capacity building support for community volunteers through providing ongoing orientations, trainings, on-job coaching, mentoring and supportive supervision;
- Establish and maintain good working relationship with health facilities and other community partners that engage in the provision of services for HIV positive individuals;
- Conduct regular monitoring and close-follow-up of community volunteers who engage in the provision of different services for HIV positive individuals through conducting home to home visits;
- Mobilize local community members to actively participate in project planning, implementation and overall management of community related activities including referral linkage with health facilities and with other service providers;
- Closely collaborate with health facilities and facilitate linkage of clients to other social services in the community to other social services available in the community;
- Undertake other related activities as instructed by his/her immediate supervisor.
Required Education and Qualification
- Bachelor’s degree in Public Health or Health Officer and/or Diploma in Nursing from recognized universities or colleges.
Work Experience
Minimum of 2 years direct and proven work experience for degree holders, of which 1 year in Health and HIV related activities and 4 years for Diploma holders with similar roles (preferably in NGO), Experience in the area of HIV Testing & Counseling Services, and HIV care and support activities at community level is preferable.
Skill and Personal Qualities Required
- Professional registration and renewed license from concerned health office;
- COC Certificate is required for Diploma holders (level IV)
- Excellent interpersonal communication and report writing skills
- Technical competence and ability to work in harmony with co-worker.
- Having knowledge & experience in HTS, HIV Self-test and in providing HIV testing training on new national algorism
- Proven knowledge of working with Microsoft packages and commcare;
Language Ability
- Proficiency in Afaan Oromo, Amharic and English languages is mandatory.
