About Data.FI

Data for Implementation (Data.FI) is a global project funded by the U.S. Government (USG) through the Department of State (DoS), Foreign Assistance (FA). Its mission is to help countries use, strengthen, and sustain access to high quality data to achieve primary healthcare goals and accelerate the control of HIV, tuberculosis (TB), and other public health risks.

The project is a mechanism dedicated to strengthening data, technology, and HIS to support the delivery of life-saving care and treatment services. Data.FI aims to improve global, regional, and national in-depth analysis of epidemiologic and programmatic data to further enhance implementation of the USG foreign policy priorities. Data.FI’s focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well defined gaps in public health programming and sustaining impact by supporting the transition of activities to local partners.

Position Summary

The Health Domain Expert will serve as a bridge between clinical practice and software development, ensuring that the EthioEMR platform accurately reflects the workflows, requirements, and standards of health service delivery in Ethiopia. The role will involve close collaboration with the technical development team, health program stakeholders, and end users to gather business requirements, validate workflows, and ensure the clinical and operational soundness of the system. 

Primary Duties and Responsibilities

  • Work closely with business analysts, software developers and system architects to translate health system requirements into functional and technical specifications. 
  • Lead the definition, design, and validation of clinical workflows within EthioEMR, ensuring alignment with national standards and the MoH digital strategy. 
  • Prioritize enhancement requests and change requirements based on clinical impact and feasibility. 
  • Provide domain-level input during product review, testing, and validation cycles. 
  • Conduct regular consultations with clinicians, data clerks, and facility managers to identify gaps and optimize workflows. 
  • Document and communicate business requirements, change logs, and feedback reports to the technical team and key stakeholders. 
  • Support user capacity-building and training for pilot facilities and regional teams. 
  • Stay informed on emerging global best practices in EMR design and digital health, and recommend relevant adaptations for Ethiopia. 
  • Represent the EthioEMR development team in technical working groups and stakeholder meetings with MoH and partners. 
  • Support monitoring and evaluation of pilot implementation with a focus on usability, data quality, and clinical relevance. 

Required Qualifications

  • Medical degree (MD, Health Officer, or related health field). 
  • Minimum of 3 years of experience in clinical service delivery, health information systems, or digital health implementation. 
  • Solid understanding of EMR systems (preferably OpenMRS or related platforms). 
  • Strong analytical skills to document and interpret clinical workflow requirements. 
  • Excellent communication and stakeholder engagement skills. 
  • Experience working with or within the Ministry of Health, implementing partners, or health facilities. 
  • Strong understanding of national health data standards, DHIS2, and interoperability frameworks is an asset. 
  • Must be a national of Ethiopia.
