Call for Service Providers for Provision of ICT Support Service
Location: Addis Ababa, Ethiopia
Job Description
The objective of this TOR is to engage a qualified ICT Service Provider/Consultant to deliver reliable, secure, proactive, and scalable ICT services for SNV Ethiopia over a period of two to three (2–3) years.
The Service Provider shall ensure that SNV Ethiopia’s ICT infrastructure, systems, and services operate efficiently, securely, and in full compliance with SNV Global ICT policies, standards, and best practices, thereby enabling staff to perform their duties effectively without disruption.
The Service Provider will also provide strategic ICT advisory support, continuous system improvement, and user capacity building to support SNV Ethiopia’s operational, programmatic, and digital transformation objectives.
Qualifications & Experience
Organizational Qualifications
- Legally registered ICT firm with valid business license
- Minimum 5–7 years of proven experience in ICT service provision
- Demonstrated experience supporting international NGOs, development organizations, or large multi-office institutions
- Financially stable with ability to support long-term contracts.
Technical Expertise
- Proven expertise in:
- Network administration (LAN/WAN, firewalls, VPNs)
- Microsoft 365 administration
- Windows Server and workstation environments
- Cybersecurity and data protection
- Cloud and backup solutions
- Experience with ICT service management frameworks (e.g. ITIL) is an advantage
Staffing Structure & Key Personnel Requirements
The Service Provider shall assign a dedicated, qualified ICT support team for SNV Ethiopia, with clear roles, responsibilities, and reporting lines.

Both the Technical and Financial proposals should be submitted in separate envelopes and dully signed and stamped, physically in person to the below office adress. Failure to comply with this requirement will result in automatic rejection of the bid.
- All bid prices should be valid for 90 days.
- Bid bond in the form of CPO or unconditional bank guarantee in the amount of Birr 170,000. It should be valid for 120 days, starting from the bid submission deadline. Bid bonds from Insurance company will not be accepted.
- Bidders are required to furnish the following copies of relevant documents:
- Registration/legal documents,
- VAT registration certificates
- Valid trading license
Proposals must be received by SNV Addis Ababa office to the address below no later than March 02, 2026, up to 5:00 PM close of business.
