TOR Market analysis, benchmarking and propose updated per-diem rates
This Terms of Reference (TOR) outlines a consultancy to conduct a comprehensive market analysis, benchmark existing per-diem rates against industry standards/local costs, and propose updated, cost-effective, and compliant daily subsistence allowances. The deliverable includes a benchmarking report, detailed analysis, and a revised, justified rate structure.
Introduction
Vital Strategies Ethiopia requires a qualified consultant/firm to review and update its current per-diem policy and rates. The objective is to ensure rates are realistic and market aligned.
Objectives of the Assignment
- To conduct a thorough market analysis of accommodation, meals, and incidental costs in target locations. (Across all regional and Zonal cities in Ethiopia ) Afar, Amhara, Benishangul-Gumuz, Central Ethiopia, Gambela, Harari, Oromia, Sidama, Somali, South Ethiopia, Southwest Ethiopia, and Tigray.
- To benchmark Vital Strategies ’s current rates against peer organizations, industry
standards, and government/donor rates - To propose an updated, competitive, and sustainable per-diem structure.
Scope of Work
- Review Current Policy: Analyze existing per-diem policies, rates,
- Market Data Collection: Survey current, reasonable costs for lodging, breakfast, lunch, dinner, and incidentals in relevant locations.
- Benchmarking: Compare findings with at least [10] similar organizations or industry standards.
- Proposal Development: Develop a new, tiered per-diem structure similar with the current policy (e.g., by Capital City, region, zone and wereda) ensuring cost-efficiency and compliance.
- Justification Report: Provide a detailed report justifying the proposed rates based on data, including inflation adjustments if necessary.

- Inception Report: Detailed methodology, survey tools, and timeline.
- Draft Benchmarking Report: Preliminary findings, market analysis, and proposed rates.
- Final Report & Proposal: Finalized, actionable per-diem rate structure and policy recommendations.
