Purpose of the Position
Planning, coordinating, implementing and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF protocols and standards in order to ensure an optimal running of the project
Accountabilities:
- In collaboration with the Project Coordinator and the Environmental Health Coordinator, planning, elaborating, and reviewing the annual budget for the Environmental Health activities in order to identify and give a response to the needs of the mission and the targeted population.
- Monitoring on a day-to-day basis the implementation of the Environmental Health activities in the project ensuring compliance of MSF standards, protocols, and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes including the following:
- Designing, implementing, and managing all Environmental Health interventions in the project. (Including, but not limited to water supply, excreta disposal, waste management, hygiene, and infection control
- Conducting routine Environmental Health assessments in collaboration with project medical teams to identify Environmental Health needs at project level and making recommendations for response activities to the line manager (e.g. Project/Field Coordinator, Environmental Health Coordinator/Referent/Focal Point). Ensuring the Environmental Health contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams
- Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing, and overseeing the inventory of the Environmental Health stock
- In collaboration with the Project Coordinator, Environmental Health Coordinator/Team Leader, and the HR Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all environmental health activities pertaining to his area.
- Providing technical support to the medical team in identifying possible “risk factors” (e.g. behavioural practices, environmental sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of Environmental Health activities in the medical intervention offering project proposals and work plans.
- Ensuring proper collection and monitoring of Environmental Health data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management.
MSF Section/Context-Specific Accountabilities:
- Plan, organize and lead the overall Environmental Health related activities and ensure the correct implementation in close coordination with medical and logestic teams.

- Participate in Meet assessements and conduct WASH assessments in health facilities, IDP’s/refugees camps, and outbreak-affected areas, identify WatSan needs and provide feedback to PMR/ and PC on findings and appropriate responses.
- Lead the planning and implementation of WASH preventive interventions (Vector control, water borne diseses, environmental management etc..) in the MEET intervention areas .
- Plan, supervise, and ensure the proper maintenance of sanitation infrastructures established as part of emergency response.
- Oversee the development, rehabilitation, and treatment systems for water sources (boreholes, tanks, solar pumping systems, chlorination) during MEET interventions.
- Collaborate with logistic department on the planning,designing, construction of Environmental Health facilities.
- Prepare major WatSan activities implementation strategies, micro-plan and completion report
- Collaborates with the PMR to inform and support decision-making regarding WASH-related interventions based on technical assessments and health priorities.
- Manage the Environmental Health supervisor, and other staff within the WASH department, if applicable.
- In close collaboration with the PC and PMR, support the NFI distribution: stock control,movement of NFI, recruitment of daily workers, selection of beneficiaries, etc.
- Ensures implementation of WASH assessment tools in accordance with MEET project strategy.
- Assist the Project Medical Referent (PMR) in developing and planning budget estimates and resource allocations related to Wash.
- Represent MSF-B MEET project in WASH coordination forums, clusters and meetings with partners, including UNICEF, SWAN, government authorities, and other humanitarian actors
Education:
- Essential BSc in Environmental Health, Environmental Health Science or Environmental and Occupational Health and Safety
- OR master’s degree in environmental health science or environmental and occupational health and safety.
- Desirable Training Certificates in the Domain of Environment Health Activities in Emergencies
Experience:
- Essential Minimum two (2) years of experience in WASH project management, preferably in humanitarian or health emergency settings, including team management within emergency context.
- Experience working with NGOs or other humanitarian organizations would be an asset.
- Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and wastewater management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)
- Desirable: public health background or experience
Other requirement
- Essential Flexibility to travel throughout Ethiopia even during weekends and public holiday on a short notice and for extended period of time
- Essential to speak English and desirable knowledge of any other local language
