Job Description

The job holder is responsible for developing and implementing policies for regulating capital markets, ensuring compliance with regulations, monitoring market performance, and recommending changes to align regulatory practices with organizational goals.

Specific Duties and Responsibilities:

  • Develop and implement regulatory policies and guidelines that govern the operations of the capital markets industry; conduct research, analysing data, and collaborating with other regulatory bodies and stakeholders to ensure that regulations are effective, efficient, and consistent
  • Conduct research and analysis to identify emerging trends and issues in the capital markets industry; monitoring market developments, analysing data, and identifying potential risks that could impact the industry
  • Work closely with other regulatory bodies and stakeholders to promote harmonization and consistency in regulatory frameworks; collaborating on regulatory initiatives, sharing best practices, and ensuring that regulations are aligned with international standards
  • Engage with market participants to gather feedback and input on regulatory proposals and initiatives; consulting with industry stakeholders, conducting surveys, and holding public consultations to ensure that regulations are responsive to the needs of the industry
  • Lead or participates in working groups and committees to develop new regulations or amend existing ones; working with other regulators, industry stakeholders, and legal experts to draft regulations that are effective, efficient, and enforceable
  • Provides technical expertise and guidance to internal and external stakeholders on regulatory matters, providing advice on regulatory compliance, interpreting regulations, and providing guidance on regulatory reporting requirements
  • Monitor and evaluate the effectiveness of regulatory policies and initiatives, and recommending changes as needed, conducting regular reviews of regulations, analysing data, and identifying areas for improvement
  • Participate in capital markets authority in meetings, conferences, and other forums related to regulatory policy and development
  • Produce high level periodic reports
  • Perform any additional tasks assigned by the immediate supervisor.

Qualification and Requirements:

  • Bachelor’s degree or higher in Economics from a recognized and accredited institution.
  • Minimum of six (6) years of progressive experience in policy formulation, strategic planning, and Monitoring & Evaluation (M&E).
  • Demonstrated experience in drafting, implementing, and reviewing regulatory frameworks, guidelines, and policy instruments—strongly preferred.
  • Exceptional ability to conduct in-depth analysis, perform quality research, and translate complex technical concepts into clear, actionable policies.
  • Proven capability in managing complex, multi-stakeholder projects, working effectively with government institutions, private sector entities, and international organizations.
  • Ability to work independently, manage multiple priorities, and deliver high-quality outputs under tight deadlines.
  • Outstanding written and verbal communication abilities, with excellent interpersonal skills.
  • Fluency in Amharic and English is required.
