Background
Lawyers for Human Rights (LHR) is an Ethiopian civil society organization that re-registered on September 19, 2019, before the FDRE Civil Societies Organizations Agency in accordance with Proclamation No. 1113/2019. LHR aims to promote and advocate for human rights by strengthening lawyers’ participation through training and capacity-building; facilitating the exchange of ideas and experience among lawyers nationwide; litigating to uphold rights recognized under the FDRE Constitution and other laws; raising awareness among justice sector actors on international human rights instruments ratified by Ethiopia; providing free legal services to victims of human rights violations, particularly marginalized communities; advocating for legal reforms; and promoting the role of human rights defenders among lawyers.
LHR is committed to strengthening survivor-centered transitional justice, as well as advocacy and accountability efforts, using human rights violation documentation in the context of transitional justice processes for advocacy, accountability, and justice. Victim support groups and civil society actors play a critical role in amplifying survivors’ voices, promoting accountability, and influencing policy and justice processes.
To address these needs, LHR seeks to engage a qualified consultant to design a training manual and deliver training “How to Use Documentation Reports of Human Rights Violation in the Context of Transitional Justice Processes for Advocacy, Accountability, and Justice.”, tailored specifically for victim support groups and survivor-focused civil society actors.
Objective of the Consultancy
The objective of this consultancy is to strengthen the capacity of victim support groups and CSOs to understand and safely engage with advocacy, accountability, and justice using documentation of human rights violations in the context of transitional justice processes, while ensuring survivor representation, protection, and wellbeing.
Scope of Work
- The consultant will be responsible for designing a standardized training manual applicable across all regions and for delivering one round of training in the Amhara Region, Bahir Dar, titled “How to Use Documentation Reports of Human Rights Violations in the Context of Transitional Justice Processes for Advocacy, Accountability, and Justice.”
- The scope of work will include, but not be limited to, the following tasks:
- Conduct a brief needs assessment and desk review of existing human rights documentation and transitional justice materials relevant to the Ethiopian context.
- Design a comprehensive, standardized training manual that can be used across regions, incorporating survivor-centered and gender-sensitive approaches.
- Develop the training manual covering key topics such as analysis of documentation reports, and their use in advocacy, accountability, and transitional justice processes.
- Prepare training tools and materials, including presentations, case studies, practical exercises, and participant handouts.
- Deliver one round of in-person training in Bahir Dar, Amhara Region, for targeted participants.
- Facilitate interactive sessions, including group discussions and practical exercises, to strengthen participants’ skills in using documentation reports effectively.
- Design and administer pre- and post-training assessments to evaluate learning outcomes.
- Prepare and submit a concise training report, including participant feedback, key outcomes, lessons learned, and recommendations for future training.

- The training should cover, at a minimum:
- Overview of advocacy, accountability, and justice pathways
- Overview of transitional justice processes
- How human rights documentation is used in:
- Advocacy and policy engagement
- National and international accountability mechanisms
- Transitional justice and truth-seeking processes
- Survivor representation, consent, and informed decision-making
- Risks and benefits of sharing testimonies and documentation
- Safe and ethical approaches to advocacy
- Boundaries and roles of victim support groups
- Psychosocial wellbeing, self-care, and peer support in advocacy spaces
About You
Duration of the Assignment
- Implementation will follow a timeframe agreed upon with LHR. A detailed work plan and timeline will be finalized once the contract is signed.
Required Qualifications and Experience
- Advanced university degree in law, human rights, transitional justice, social sciences, or a related field.
- At least 7 years of demonstrated professional experience in human rights, transitional justice, accountability mechanisms, or related areas.
- Proven experience in designing and delivering capacity-building training on human rights documentation, transitional justice, advocacy, or accountability.
- Strong knowledge of international human rights law, transitional justice frameworks, and ethical standards for documentation of human rights violations.
- Experience in developing training manuals, curricula, and practical learning tools.
- Excellent facilitation, communication, and report-writing skills.
