Job Summary:
The Finance Manager is responsible for efficiently planning and organizing his/her monthly activities, ensuring timely execution, and promoting a positive work environment. He/she is responsible for overseeing all financial operations, including budget planning, monitoring, variance analysis, donor and regulatory reporting, external audit management, payroll administration, and project financial management, ensuring compliance with IPSAS and donor guidelines. He/she also leads risk management and capacity-building initiatives while contributing to organizational growth as a senior management committee member, implementation and integration of the ERP system into the finance department to enhance financial planning, reporting, and decision-making. The Finance Manager works closely with internal departments, donors, and regulatory bodies to ensure financial efficiency and accountability.
Duties and Responsibilities
Planning
Personal Planning
· Develop yearly, quarterly and monthly activity plans and upload them on time.
· Prepare monthly activity report in the last week of every month before salary is effected.
Planning and Design
· Plan for the preparation of annual organizational budgets, financial forecasts, and cash flow management.
· Prepare annual financial reports for ACSO in line with IPSAS standards.
· Maintain and update financial accounting systems in alignment with IPSAS, covering cash flow, accounts management, and petty cash handling.
· Oversee payroll functions, ensuring timely and accurate employee payments compliant with donor and government regulations.
· Provide timely financial reporting for individual projects and ensure proper consolidation as per donor guidelines.
· Implement and integrate the ERP system to optimize financial planning, budgeting, and reporting.
Implementation
Budget Planning and Monitoring
· Budget planning, monitoring, and variance analysis, including revision and realignment on a monthly basis.
· Preparing donor budgets by Liaising with Program Managers/Grant Management Unit.
· Ensure that appropriate levels of staff and overhead costs are built into all donor budgets so that these can be covered to the fullest extent possible.
· Lead in the preparation of annual organizational budgets, precisely calculate current and projected budgets, and generate forecasts to develop the annual budget in consultation with management.
· Lead monthly Budget Monitoring Meetings to address outstanding action points and ensure timely reconciliation of income balances with donors through coordination with the program and planning department for dues collection.
· Review monthly financial results and implement variances reporting under IPSAS requirements.
· Manage cash flow and prepare forecasts in line with organizational policy and IPSAS guidelines.
Financial Reporting and Compliance
· Prepare and review all supporting information for bi-annual and annual audits and manage external audits, including addressing queries/feedback with the Program, Operation, and Planning Departments.
· Prepare expenditure reports for each donor in their appropriate financial format and currency and address queries/feedback, if any.
· Prepare annual financial reports for ACSO based on IPSAS and related documents, meeting deadlines with the assistance of Finance Officers.
· Conduct regular bank and account reconciliations to uphold transparency and accuracy.
Financial Management and Systems
· Deliver finance orientation to budget-holders to enforce financial controls, ensure donor compliance, and facilitate informed decision-making.
· Establish, maintain, and update financial accounting systems in accordance with IPSAS standards, covering cash management, accounts payable/receivable, credit control, and petty cash management.
· Oversee asset acquisition, ensuring accurate recording, amortization, and proper disposal in accordance with IPSAS guidelines.
Payroll Preparation and Administration
· Oversee all payroll functions to ensure timely and accurate payment of employees in compliance with internal guidelines, donor requirements, and government regulations.
· Process and submit statutory and benefits remittances on time, adhering to IPSAS guidelines.
· Ensure that monthly payroll reconciliation is prepared.
Project Management Accounting
· Review financial records for each project in a manner that facilitates management reports, adhering to donor requirements.
· Provide accurate and timely financial reporting for individual projects and ensure its consolidation following donors’ guidelines.
Information Technology and ERP Integration in the Finance System
· Update/ inform any update needed on donor platforms for changes to donor profiles and budgets for the program.
· Evaluate the need for new financial management system applications to meet the organization’s financial data processing, control, and reporting requirements.
· Introduce UpToDate financial management software and other applications that meet the identified needs.
· Lead the implementation and integration of the ERP system to improve financial planning, budgeting, accounting, and reporting.
· Ensure ERP financial modules streamline payroll, procurement, and donor reporting processes.
· Enhance digital financial data management, ensuring real-time financial monitoring and compliance tracking.
- Provide feedback on system improvements and troubleshoot financial module-related issues.
- Work closely with the IT team to ensure smooth integration of the ERP into financial workflows.
Risk Management
· Ensure that organizational risk management policies and procedures are implemented on time.
· Advise organizational leadership on appropriate insurance coverage and risk mitigation strategies.
· Ensure that the organizational operational and overhead costs are utilized conservatively to save for contingencies.
· Arrange for staff to access bank loans for housing or other needs.
· Negotiate with banks so that PAPDA can access their corporate social responsibility fund.
· Prepare a quarterly Financial risk analysis using Financial ratios to identify liquidity and currency risks
Support others in Proper Financial Management
· Ensure timely submission of donor financial reports and maintain updated documentation for all donors, both in soft and hard copy formats.
· Coordinate training sessions for the finance team on organizational procedures, donor requirements, and ACSO directives.
· Support department managers in identifying the need for budget revisions or extensions and assist management in responding to audit queries and implementing recommendations within set deadlines.
· Enforce adherence to internal financial policies, accounting procedures, and IPSAS guidelines, overseeing functions such as general ledger maintenance, accounts payable/receivable, and payroll.
· Ensure organizational compliance with statutory requirements, including Charitable Status, Withholding Payments, Income Tax, and pension obligations, liaising with relevant authorities as needed.
Capacity Building
· Build the capacity of finance staff to ensure standard financial management is maintained.
· Actively engage in capacity-building initiatives, both personally and for the financial department team, to enhance financial expertise and effectiveness.
· Proactively identify opportunities to enhance efficiency, effectiveness, and accuracy in accounting processes and systems, proposing and implementing process improvements as appropriate.
· Stay informed about industry trends, regulatory changes, and best practices in IPSAS and financial management, contributing to the ongoing development and enhancement of the finance function.
· Pursue pre-requisite certifications mandated by the organization to support ongoing professional development and organizational transformation.
Other Responsibilities
· Be a member of the organization’s senior management committee.
· Participate in the senior management committee meetings.
· Contribute to the overall growth of the organization.
· As a leader, be an example for others in terms of timekeeping, delivery, and other work disciplines.
· Ensure timely payment of withholding taxes in accordance with government regulations.
· Conduct staff appraisals, document performance evaluations, and forward completed appraisal forms to relevant offices.
· Carry out any other activities given by the executive director.
Qualifications:
· A Master’s or first degree in Finance or Accounting, supplemented by IPSAS certification.
● Experience: Proven experience in financial management within the NGO sector for more than 8yrs. minimum 3 years in similar position.
● Requirements: Strong leadership skills for the department team, motivation for timely budgeting, financial reporting, and compliance with donor requirements and governmental regulations.
