Position Title: Hygiene Promoter
Duty Station: East Borena

1. Background
Partnership for Pastoralist Development Association (PAPDA) is implementing an emergency WASH response to address the urgent needs of crisis-affected populations in East Borena Zone. Hygiene Promoters will be deployed to support lifesaving hygiene promotion, community mobilization, and adoption of safe sanitation and hygiene practices to reduce the risk of disease outbreaks.
2. Purpose of the Assignment
To support rapid WASH interventions in emergency-affected communities by promoting safe hygiene practices, reducing the risk of waterborne diseases, and facilitating community engagement in sanitation and hygiene activities. The Hygiene Promoter will work directly with communities to promote hygiene behavior change, support WASH distributions, and ensure effective use of emergency water and sanitation facilities. The hygiene promoter is responsible for ensuring high quality and timely delivery of all the WASH-related Hygiene Promotion activities which contribute to the project objective. He/ She is responsible for supporting the implementation of rapid emergency response of hygiene and sanitation promotion by using appropriate hygiene promotion approaches, with required standard and principles, and level of participation.
3. Key Responsibilities
- Conduct hygiene awareness sessions in displaced persons’ camps, temporary settlements, and affected communities.
- Promote life-saving hygiene practices, including handwashing, safe water handling, use of latrines, menstrual hygiene, and food hygiene.
- Support Identification, registration and verification of vulnerable households and individuals to access project services.
- Mobilize vulnerable populations (women, children, elderly) to adopt safe hygiene behaviors.
- Assist in the distribution and demonstration of WASH NFIs (hygiene kits, water kits, soap, Identify, train, and support community hygiene volunteers.
- Use participatory approaches to encourage ownership of hygiene practices among community members.
· Works closely with Woreda Health and Water Offices towards efficient and effective implementation of the response and emergency hygiene promotion activities.
· Support community feedback mechanisms
4. Expected Deliverables
- Share Daily/weekly reports on hygiene promotion activities conducted.
- Records of beneficiaries reached through awareness sessions and kit distribution.
- Feedback on community needs, challenges, and gaps in WASH services.
5. Qualifications & Experience
- Diploma, or Certificate in public health, Environmental Health, or related field.
- At least 1-2 years’ experience in hygiene promotion, community mobilization, or WASH in emergencies.
- Knowledge of participatory hygiene methodologies (PHAST, CHAST, CLTS).
- Strong communication and facilitation skills in both local language and working language.
- Ability to work under emergency/field conditions with flexibility and resilience.
- Experience in emergency WASH response or humanitarian hygiene promotion.
- Ability to work in challenging, rapidly changing environments.
6. Duration & Work Conditions
The assignment will run for 3 months. The position is field-based, requiring frequent travel to communities, temporary settlements, and other emergency-affected areas.
7. Cross-cutting issues
The Hygiene promoter must adhere to organizational policies, including the code of conduct, child protection policies, and PSEA code of conduct. Compliance with ethical standards is mandatory.
