ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Senior Human Resources Management Expert position who meet the following requirements.

Reports to: Head, HRM Department

Duty station: NEBE, Head Quarter, Addis Ababa

Duration: Permanent

Salary: As per the organization salary scale (Competitive)

Job Summary

The Senior HRM Expert is a seasoned professional responsible for providing advanced expertise in various aspects of human resources management. This role involves handling complex HR functions, advising on HR strategies, policies, and procedures, and serving as a subject matter expert for HR-related matters. The Senior HR Expert plays a pivotal role in shaping HR initiatives and supporting the development and implementation of HR programs.

Duties and responsibilities

Strategic HR Consulting:

  • Provide strategic HR guidance to senior management and department heads.
  • Contribute to the development and execution of HR strategies aligned with organizational goals.

Employee Relations and Conflict Resolution:

  • Handle complex employee relations issues, investigations, and conflict resolution.
  • Advise managers on disciplinary actions, terminations, and legal compliance.

Talent Management and Development:

  • Lead talent management initiatives, including succession planning and career development programs.
  • Mentor and provide guidance to HR staff, fostering professional growth and development.

Compensation and Benefits Consulting:

  • Advise on compensation structures, benefits programs, and incentive schemes.
  • Analyze market trends to ensure the organization’s compensation packages remain competitive.

Performance Management:

  • Oversee the performance management process, ensuring fair and objective evaluations.
  • Develop training programs to enhance managers’ skills in performance feedback and coaching.

Policy Development and Compliance:

  • Develop, revise, and implement HR policies and procedures.
  • Ensure HR practices comply with labor laws, regulations, and industry best practices.

Change Management and Organizational Development:

  • Lead change management initiatives, facilitating smooth transitions during organizational changes.
  • Contribute to organizational development projects aimed at enhancing workplace culture and efficiency.

Data Analysis and Reporting:

  • Analyze HR data to identify trends, patterns, and areas for improvement.
  • Prepare comprehensive HR reports and present findings to senior management
  • Perform any other duties as assigned by your line Manager

About You

Specification:

Education and Work Experience:

  • Masters or Bachelors in HRM or Management or Business administration or Business management or public administration and development management or related field.
  • 7 years for Masters or 8 years for Bachelor (4 years in leadership position) In HR administration or development related job positions.

Know-How (Skills) (Technical competencies):

  • Knowledge of people aspect of Change management methodologies, approaches and models
  • Human Resource concepts and application (Ethiopian Labour Law and employment related regulations, HR Policies, procedures, modern practices, approaches and trends)
  • Knowledge of HR metrics
  • Know how to perform analysis and interpretation of data
  • Know how to think strategically and devise long term strategies
