Job Description

1. Introduction

The Ethiopian Center for Disability and Development (ECDD) is a non-governmental, non-partisan, and non-profit organization. ECDD is committed to promoting the rights and opportunities of persons with disabilities through policy advocacy and the mainstreaming of disability inclusion in service delivery, development programs, and humanitarian actions, in partnership with other organizations. Established in 2005, and reregistered by the Agency for Civil Society Organizations as a local CSO with a Certificate № 0321 under the Proclamation № 1113/2019, ECDD is dedicated to fostering disability disability-inclusive Ethiopia where persons with disabilities in all their diversities exercise their human rights and have access to mainstream services and opportunities on an equal basis with others.

ECDD has been implementing the “Ahead for Accessible, Inclusive, Equitable, and Affordable SRH and Essential Healthcare Services for Adolescents and Youth with Disabilities (AHEAD)” project since July 2025, funded by the United Nations Population Fund (UNFPA). The Project aims to improve access to and use of Sexual and Reproductive Health Rights (SRHR) information and services among Adolescents and Youth with Disabilities in Bahir Dar, Hawassa, and Addis Ababa cities.

The project aimed to provide sexual and reproductive health (SRH) information to in-school and out-of-school adolescents and youth with disabilities by standardizing the SBCC facilitation manual to be disability-inclusive. Accordingly, ECDD seeks to adapt the existing EHW Training Manual into two languages (English and Amharic) to make it disability-inclusive and responsive to the needs of adolescents and youth with disabilities.

Thus, ECDD is looking for a consultancy firm/organization to adapt and standardize the existing EHW Training Manual in English & Amharic languages to make it disability-inclusive for adolescents and youth with disabilities in particular.

2. Objective of the Assignment

2.1. Objective

The objective of the assignment is

  • To adapt and standardize the existing SBCC training manual to an EHW manual tailored by making it disability-inclusive for adolescents and youth with disabilities through the inclusive health program in Amharic & English, which is about 70 – 80 pages, including cover pages, table of contents, and prefaces.

3. Scope of work

  • Conduct a comprehensive needs assessment by engaging peer educators, persons with disabilities, program staff, and other stakeholders.
  • Review, adapt, standardize, and make the EHW Training Manual disability inclusive in two languages (Amharic & English) in a way that can guide EHW facilitators to train adolescents and youth with disabilities
  • Identify gaps and limitations of the EHW Training Manual
  • Reduce redundancies, irrelevant, and outdated information from the EHW Training Manual
  • Ensure cultural and legal relevance and alignment of the training content.
  • Customize the manual to reflect the specific needs, challenges, and experiences of adolescents and youth with disabilities in the program.
  • Ensure the training content is user-friendly, participatory, and aligned with best practices in SRHR education.
  • Co-organize a validation workshop with relevant stakeholders.
  • Collect and incorporate feedback from adolescents and youth with disabilities, and peer educators, to refine the manual.
  • Ensure the revised manual is in alignment with existing manuals in eastern Africa and globally.
  • Ensure that it is gender transformative, includes issues on HTP, including FGM and child marriage
  • Ensures integration of contents on SRHR, GBV, HIV/AIDS, peacebuilding, and economic empowerment

4. Deliverables

  • Submit an Inception Report for review
  • Incorporate comments into the Inception Report
  • Draft Disability Inclusive EHW Training Manual in the Amharic and English Language
  • Incorporate comments into the Draft Disability-Inclusive EHW Training Manual
  • Present the final draft work at the Validation Workshop with relevant Stakeholders organized by ECDD
  • Incorporate inputs gained from the Validation Workshop.
  • Submit the Final Disability Inclusive EHW Training Manual (up to 70-80 pages) in the Amharic & English languages in hard and soft copies.

About You

5. Required competency of the consulting firms/organizations

The ideal consulting firms/organizations should have the following essential qualifications:

  • A Master of Public Health (MPH) or other related Social Science Fields are required.
  • Legally registered consultancy firm with relevant business registration and tax registration (ToT or VAT registered).
  • A renewed license
  • Proven experience (At least 5 years of work experience) in developing training manuals related to Sexual and Reproductive Health and Rights (SRHR).
  • Experience in developing similar training manuals is an asset.
  • Experience working with key populations, particularly persons with disabilities.
  • Excellent writing and communication skills in English; knowledge of local languages is an asset.

6. Selection Criteria

The Technical and Financial Proposals will account for 70% and 30% respectively, of the selection criteria, broken down as follows:

7. Time Schedule

The Manual development is expected to be completed within 20 (twenty) calendar days from the date of contract signing. An itemized action plan indicating a description of activities in chronological sequence and dates for each activity should be submitted with the technical proposal.

8. SCHEDULE OF PAYMENT

• First Installment: 30% of the Contract amount upon signing the Contract

• Second Installment: 30% of the Contract amount upon submission of the draft Manual

• Third and Final Installment: 40% of the Contract amount upon submission and acceptance of the Final Report, and when it is accepted by ECDD.

• Taxes will be deducted and paid by ECDD according to government rules.

9. Mode of Payment

In ETB via bank transfer or Cheque payment.

10. Reporting and Coordination

The consultant(s) will report to the project coordinator & program director and work closely with program staff and stakeholders to ensure the successful execution of the assignment.
