Terms of Reference (ToR) for a Baseline Study for a comprehensive health and resilience response in Tigray and Amhara

Job Description

This ToR outlines the requirements for a consultancy to conduct a baseline study for the project ” Humanitarian Strategy in Conflict Contexts in Tigray and Amhara: Health, Rights, and Resilience to SGBV with a Gender and Triple Nexus Approach,” financed by the Agencia Vasca de Cooperación y Solidaridad (AVCS) and implemented by Women Empowerment Action (WE-Action) in partnership with the INGO Farmacéuticos Mundi (Farmamundi).
The project aims to improve the health and protection through SGBV prevention and response, strengthening the institutional capacities and communities’ resilience to armed conflicts in Tigray and Amhara, specifically focusing on Seharti and Dessie woredas, through a comprehensive approach that integrates humanitarian, development, and peacebuilding aspects (triple nexus).

WE-Action will lead implementation, while Farmamundi will provide technical support in health and protection.
Farmacéuticos Mundi (Farmamundi) is a development cooperation, humanitarian and emergency NGO with experience in promoting integral health and pharmaceutical aid to less favored countries.

Women Empowerment-Action (WE-Action) is an Ethiopian non-governmental organization established in 1995 focused on women’s empowerment and gender equality. WE-Action defines itself as a Feminist Intersectional Organization that advocates for equal and intersectional rights and fights gender discrimination, as well as promotes the rights of vulnerable groups.

The organization has been working with government bodies at local and national levels and civil society organizations to contribute its part for poverty reduction and empowerment of women so that women have meaningful participation in decision making at all levels.

CONTEXT and JUSTIFICATION

The intervention is located in the Amhara and Tigray region, both located in northern Ethiopia. Specifically, the project is carried out in:

  • The Southeast Zone in Seharti woreda. Seharti woreda was affected by repeated invasions by Ethiopian federal forces during its 2 years duration, suffering occupation by Eritrean troops for more than 6 months in 2021, causing extensive destruction of basic infrastructure and serious human rights (HR) violations against the civilian population;
  • South Wollo zone in Dessie woreda. Repeated occupations by the Tigray People Liberation Front and clashes caused massive destruction of infrastructure, displacement of thousands of people, affecting homes, schools, health centres, basic services, and agriculture.

About You

The consultancy firm must demonstrate:

  • Proven experience in conducting participatory baseline studies in humanitarian contexts, preferably in Ethiopia or similar settings.
  • Expertise in gender analysis, human rights, public health, conflict and environmental protection.
  • Strong knowledge of the Ethiopian context, particularly in Tigray and Amhara.
  • Ability to employ inclusive and culturally sensitive approaches.
  • Excellent report writing and data analysis skills.
