Introduction

Amref Health Africa is the largest international non-governmental organization (NGO) with an African base, Amref Health Africa is based in Kenya and currently operates programs in over 35 African countries. Its mission is to increase sustainable health access in Africa by applying lessons learned from 60 years of working with governments, communities, and partners. With more than 50 years of expertise in providing healthcare and developing health systems in Africa, we work with community members—especially women and children—to create long-lasting health improvement.

Since 2002, Amref Health Africa has collaborated with the Ethiopian government and local people to execute a range of health and development project portfolios across the nation. We concentrate on innovative health services and solutions as well as human resources for health, keeping our communities at the center of everything we do.

The Community Score Card (CSC) is a participatory accountability tool that enables citizens to monitor services, voice concerns or appreciation, and work with service providers to improve quality and accountability. By fostering collaboration between rights holders and duty bearers, CSC drives sustainable service improvements in areas like health and education. Amref Health Africa, through the Women Voices and Local Ownership (WVLO) project, is building on the CSC approach widely used in the health sector to generate evidence, strengthen community engagement, and scale its impact for more responsive and people-centered services.

Objective

Produce and disseminate a short video drama that clearly demonstrates the six steps of the Community Score Card (CSC) process, with the aim of increasing understanding and uptake of the community members and service providers, thereby fostering dialogue, joint scoring, and action planning to improve service quality, accountability, and trust.

Job Summary

We are seeking a dedicated professional Video Production Expert who is detail-oriented, highly organized, and creative, with strong expertise in cinematography. The expert will be responsible for developing and producing a high-quality video drama that illustrates the six key steps of the Community Score Card (CSC) process—preparation, community scoring, provider scoring, interface meeting, joint action planning, and follow-up. The final product should effectively communicate CSC concepts, promote understanding and uptake, and engage diverse audiences in dialogue, accountability, and service improvement.

Target groups of the drama

The intended target groups of the shows are the general community.

Components of the drama

The key components of the show:

  • A Short Drama 8-10 minutes,
  • Dialogue
  • Use local sayings, songs, or humor to make it engaging.
  • Ensure it reflects local realities – the audience sees themselves in the story.
  • Proverbs and folklore
  • Traditional music and dance,
  • Clear link to the six steps of CSC
  • Personal testimonies

Key Messages of the drama

The following key messages will be underpinned for the production.

  • Step 1 – Understanding community perceptions and developing indicators
  • Step 2 – Establishing kebele Client Council (CC) groups
  • Step 3 – Conducting CSC scoring sessions
  • Step 4 – Facility visits and feedback
  • Step 5 – Conduct Community conference/Interface meetings
  • Step 6 – Implementation and follow up

The messages should be tailored to specific local settings, combining the impact of all the events in the show. The messages should include humor and examples from real life scenarios.

Creative Considerations of the drama

The company will:

  • Submit an implementation modality which should include the list of tools to be used by the company to monitor the implementation
  • Write drama script in Amharic, Afar and Wolita languages based on the core messages with English translations,
  • Make the dramas entertaining and educational to the audience,
  • Select and avail actors/ actress experienced with good acting backgrounds from each region
  • Select relevant traditional music groups and the music to be used for the drama
  • Understand the community score card process
  • Document the key activities in the video drama
  • Produce a narrative report for the activities following the agreed template and submit the edited video and other originally recorded videos
  • when the agency completes preparation, the project team WVLO will attend final rehearsal and provide feedbacks for improvements.

Only Technically qualified firms will be considered for financial evaluation.
