Job Description

Médecins Sans Frontières (MSF) is an independent international medical humanitarian organisation that delivers emergency aid in more than 60 countries to people affected by armed conflict, epidemics, natural or man-made disasters or exclusion from healthcare.

Main Purpose
Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, in order to improve health and living conditions of the target population

 

Accountabilities
•        Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management

•        Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;

•        Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities;

•        Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);

•        Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits

•        Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting

•        Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity

•        Participating in data collection and reporting as required

Some of the above-mentioned tasks are not part of the day by day schedule of this specific position in SNNPR, but they are still required to match the MSF standards job description for watsan supervisor.

Context Specific Accountabilities

The watsan supervisor will also be expected to:

•        Ensure appropriate IPC measure and proper support of the medical teams during their intervention and to the project response team, proper follow up and timely completion of waste zone construction in health facilities

•        Be responsible for working and capacity building of WASHCos and other WASH partners in the intervention areas

•        Be responsible for monitoring and supervision of activities (trench latrine, water supply handwashing facilities etc…) in IDP camps and take timely correction measures for any deviations.

•        Write the weekly planning and submission of activities, list of materials needed and movement plan.

•        Timely submitting monthly reports.

•        Work in close collaboration with other department teams for the success of project goals.

•        Due to the context, the SNNP Region sees a big displacement of people and the outbreaks of several diseases and therefore an increase on medical need. MSF is currently running medical, logistics and watsan activities in Konso zone, Alle Special Woreda, Derashe Special Woreda, Amaro Special Woreda, Burji Special Woreda and adjacent zones when outbreaks happen. Awareness and respect for the cultural differences of our patients and colleagues is mandatory for all MSF staff.

•        MSF employees are subjected and must obey to the Ethiopian Labour Law and the MSF Internal Regulation document. As well as this, they committed to follow and comply with all the MSF fundamental documents (MSF charter, Behavioural Commitment and MSF code of conduct). These documents describe the rights and the duties of every MSF employee. Going against the provisions of these documents may lead to disciplinary measures and to dismissal.  Unawareness of these provisions won’t be accepted as an excuse for inappropriate and unprofessional behaviour.

Job Requirements

Education

Technical degree, desirable specialization in water and sanitation, environmental-civil-hydraulics engineering or environmental health with technical skills on hardware parts of WASH.

Experience

Previous experience in technical works and organizing of multiple activities, preferably within MSF or similar work environment

Languages

Mandatory: Amharic and English
