Job Description
AWSAD has various projects was designed to address the gaps in services for women and girls survivors of VAWG through the provision of holistic service that includes temporary shelter, meals, counselling, medical treatment, basic literacy education, legal follow up and various skills training. AWSAD currently runs seven shelters in different parts of the country including Addis Ababa, Oromia, Adama, Hawassa, Dessie and Weldia. The shelters enable survivors of violence to get physically and mentally rehabilitated from the consequences of violence, become economically independent, and successfully reintegrated into society. In addition to the provision of shelter services, the project also intervenes at the community level to address the root causes of VAWG, e.g., unequal power relations between men and women as well as negative social norms entrenched in the society. Accordingly, AWSAD has been implementing a comprehensive approach for community mobilization called SASA (Sensitize, Awareness, Support and Action) to mobilize the community in some of its intervention area for the prevention of violence against women and HIV. Moreover, capacity building trainings are provided for students, boys and girls, in selected primary schools on life skills, gender, and reproductive health with the aim to enhance the capacity of service providers such as Police, Public Prosecutors, Judges and Bureau of Women, Children and Youth Affairs. AWSAD also provides training on essential service provisions to survivors, case management, referral linkage and stress and burnout management.
Duties and Responsibilities
Under the overall guidance of the Executive director, the Finance Manager is responsible for the financial management of the various projects and programs of the organization overseeing the organisation’s finances and ensuring solid and transparent financial practices ensuring compliance with AWSAD’s financial regulations and rules, policies, and procedures.
The finance Manager will perform the following functions:
- Review and/or verify financial transactions/activities, recording/reporting systems, and audit reports. Coordinate with Finance officer on financial processes and decisions;
- Review financial processes and financial systems to ensure accurate and complete reporting of financial transactions and the timely flow of financial information in AWSAD for management, monitoring, and oversight purposes;
- Analyze and oversee all financial resources managed by the AWSAD and provide high-quality professional advice on financial issues to the management, as necessary;
- Coordinate cash management processes, including grant management, risk assessment, security for cash assets on site.
- Assist with by identifying areas of risk and providing recommendations and action plans for addressing issues raised.
- Coordinate the monitoring and oversight of financial systems in accordance with AWSAD’s rules, regulations, policies, and procedures:
- Monitor financial systems and reports for activities and transactions
- Coordinate the program staffs timely completion and progress of utilization and delivery of their activities;
- Draft all financial reports in accordance with IPSAS and ensure continued compliance.
- Monitor the finance team for compliance with IPSAS accounting standards by reviewing financial processes and systems modules resulting in IPSAS compliant general ledger and financial statements;
- Review procedures and test against donor’s agreements and policies to ensure compliance.
- Review all contractual arrangements with suppliers of goods and services to ensure that the financial terms and conditions of all contracts are being adhered to by the suppliers of goods and services;
- Report to the executive director any case of non-adherence for timely action and recommendations for actions/decisions, as necessary;
- Respond to questions and provide analysis as requested to funding partners and donors
- Coordinate financial reporting in accordance with AWSAD and its respective donor’s rules, regulations, policies, and procedures;
- Draft timely and accurate financial reports to governments and donors as required under the donor agreements and other cost-sharing arrangements for submission;
- Track and report contributions within the resource mobilization efforts, including pipeline, contracted, and overdue and future milestones.
- Review contributions receivables and provide information to finance officer and program manager for follow up, as necessary;
- Write financial Donor and other reports as requested;
- Follow up and/or take prompt action to respond to audit and other findings on financial management;
- Coordinate the audit process in accordance with AWSAD’s rules, regulations, policies, and procedures:
- Coordinate the pre-audit preparations for the financial management of AWSAD to be audit-ready and complete the pre-audit checklist.
- Travel to the regions as necessary to assist, monitor, train and supervise financial management of the regional shelters.
- Write responses to internal and external audit inquiries and other findings related to financial management for review/approval by executive director and incorporate recommendations in development in policies, procedures, and practices;
- Plan and track expenditures and performance audit of financial resources, including extra-budgetary income.
- Coordinate program/ project budgets in accordance with AWSAD’s rules, regulations, policies, and procedures:
- Coordinate all financial resources of programs/ projects through planning, guiding, monitoring, and controlling of the resources;
- Prepare and monitor budgets of projects;
- Analyze and report on the budget approvals and the delivery situation of projects;
- Contribute to the proper mechanisms to eliminate deficiencies in budget management;
- Submit financial information for timely preparation of donor reports;
- Prepare advance payments and direct payments for program implementation and record them properly.
- Provide assistance and coordinate financial training and communication to offices in the region in relation to financial management, project closure and provide training on a regular basis.
- Monitor the effectiveness of the services of the finance team on a regular basis to ensure a close relationship between finance Section and program team and take corrective measures as needed;
- Coordinate development projects to ensure effective finance and communication tools are in place and regularly monitored for improvements;
- Provide oversight for the Finance staff of AWSAD and monitor progress and provide guidance and direction to the staff as necessary to ensure goals and objectives are achieved.
- Contribute to the design of learning tools, best practices, and innovations in financial business operational practices and management, promote transparency, ease of communications, hosting of financial documents, and all policies and procedures between all AWSAD partners and donors.
Competencies
- Good knowledge and expertise in financial planning and management;
- Good knowledge of complex financial rules and regulations, preferably international and multilateral agencies financial Rules and regulations;
- Good conceptual/strategic skills and success in implementing financial re-engineering, management systems development, policy design, innovation, and knowledge product development is an asset;
- Good knowledge and experience in the application of complex financial systems and modules
- Good knowledge of spreadsheet and database packages;
- Ability to provide advice and support;
- Good analytical skills.
Job Requirements
Educational Requirements, skills and experience
- Master’s degree (or equivalent) in Finance/Accounting and seven years of experience working in CSOs or non-profit organizations, preferably working on GBV related issues.
- A first degree in finance/ Accounting in combination with ten additional years of qualifying experience may be accepted;
- A minimum of 3 years’ experience in an accounting-specific role within a large international organization in case of a Master Degree, is required.
- A minimum of 5 years’ experience in an accounting-specific role within a large international organization in case of a Bachelor Degree, is required.
- Financial experience using an ERP financial system is considered an asset.
- Demonstrated experience in providing financial and budget support to programs/projects;
- Demonstrated experience at developing detailed financial reports for senior management.
- Knowledge of IPSAS/IFRS is considered an asset.
- Experience in the usage of office software packages (MS Word, Excel, etc.).
- Demonstrated experience using an online web-based management System is an asset
Language Requirements:
- Ability to communicate effectively in English and Amharic, both in written and in oral form;
- Knowledge of other local languages would be an advantage.
