Introduction

Consortium for Ethiopian Human Rights Organizations (CEHRO), is an Ethiopian a not-for-profit Consortium, established in 2018 G.C working on Human Rights in Ethiopia. CEHRO is seeking a qualified consultant to revise its existing Human Resources management & Development and Financial Management. These manuals are critical documents that guide CEHRO’s internal financial operations and personnel practices.

Background

  • CEHRO’s existing both manuals were developed four years ago. Since then, CEHRO has undergone significant growth and development, with expanded funding sources, increased staffing levels, and evolving operational needs. Additionally, the legal and regulatory landscape governing non-profit organizations in Ethiopia may have changed.
  • To ensure continued effectiveness and compliance, CEHRO requires a comprehensive revision of these manuals to:
  • Reflect current best practices in financial management and human resource management.
  • Align with any recent legislative or regulatory changes affecting non-profit organizations in Ethiopia.
  • Address the specific needs and challenges faced by CEHRO in its current operational context.

Objectives of the Assignment

  • The primary objective of this assignment is to revise CEHRO’s Human Resources Management and Financial Management Manual, resulting in up-to-date, comprehensive, and user-friendly documents. The revised manuals should:
  • Clearly outline CEHRO’s financial and HR policies, procedures, and processes.
  • Ensure compliance with relevant Ethiopian laws and regulations and donors requirements.
  • Promote sound financial management practices and effective human resource management.
  • Be easy to understand and navigate for staff members at all levels within CEHRO.

Scope of Services

  • The consultant will be responsible for the following key activities:
  • Reviewing existing manuals: Conduct a thorough review of CEHRO’s existing Financial Management Manual and Human Resources Management Manual to identify areas for improvement and areas that need to be updated.
  • Conducting a needs assessment: Consult with CEHRO staff to understand their current financial and HR practices, challenges, and needs.
  • Researching best practices: Research and analyze current best practices in financial management and human resource management for non-profit organizations, with a specific focus on the Ethiopian context.
  • Drafting revisions: Draft revisions to the Financial Management Manual and Human Resources Management Manual, incorporating feedback from the needs assessment and research on best practices.
  • Facilitating workshops: Facilitate workshops with CEHRO staff to discuss the draft revisions and obtain feedback.
  • Finalizing manuals: Finalize the revised manuals based on feedback received from CEHRO staff.
  • Providing training: Develop and deliver training sessions for CEHRO staff on the revised manuals.

Deliverables and Time Schedule

  • The consultant will provide the following deliverables within the stipulated timeframe:
  • Inception report: An inception report outlining the consultant’s understanding of the assignment, proposed methodology, and a detailed work plan with a timeline. (Within a week of contract signing)
  • Draft revisions of manuals: Draft revisions of the Financial Management Manual and Human Resources Management Manual, incorporating feedback from the needs assessment and research on best practices. (Within 3 weeks of contract signing)
  • Final revised manuals: Final revised versions of the Financial Management Manual and Human Resources Management Manual, incorporating feedback received during workshops. (Within a week after workshops)
  • Training materials: Training or orienting of staff on the revised manuals. (Within 1 week of finalizing manuals)

Price Basis and Payment Terms

  • The consultant should submit a detailed proposal outlining their fees and proposed payment schedule.

Selection Process

  • CEHRO will shortlist qualified consultants based on the information provided in their proposals. Shortlisted consultants may be invited for an interview. The final selection will be made based on a combination of factors, including qualifications, experience, proposed methodology, and cost.

Job Requirements

Consultant Requirements
  • The selected consultant will possess the following qualifications:
  • At least 10 years of relevant professional qualification and responsibilities in public, INGO and civil society sector financial management practice and especially granting scheme.
  • The Consultant has Master in Business Administration or ACCA.
  • Sufficient knowledge of relevant national laws, regulations and rules. This includes but is not limited to taxation, social security and labor regulations, accounting and reporting.
  • Demonstrated experience in revising financial management and human resource management manuals for non-profit organizations.
  • A strong understanding of Ethiopian laws and regulations governing non-profit organizations.
  • Expertise in financial management principles and practices.
  • A thorough understanding of human resource management best practices.
  • Excellent communication, writing, and facilitation skills.
  • The ability to work independently and as part of a team.
  • Fluency in Amharic and English.

Confidentiality

  • The consultant will be required to sign a non-disclosure agreement (NDA) to ensure the confidentiality of all CEHRO information accessed during the course of this assignment.

Deadline for Submission: May 1, 2024
The proposal must be submitted within 7 consecutive days of publication of the advertisement and the submitted consulting proposal must be reviewed within 10 days and will be notified to the winner.
