BACKGROUND
The Transformative Leadership for Gender Equality (TLGE) Training Center was launched in 2019 under a tripartite partnership between Amhara Bureau of Women, Children and Youth Affair (Amhara BoWCYA), UN Women and Bahir Dar University (BDU). The TLGE was set up with a view to create a sustainable access for capacity building and empowerment platform for aspiring and existing women leaders in Amhara Region and beyond. In addition to women leaders, the program seeks to build the transformative leadership capacity of male leaders to enable them to transform the gender relations within the institutions they lead and fast track the achievement of a just society. Apart from serving as a capacity building hub, the program seeks to generate of knowledge on gender equality and women empowerment particularly focusing on women’s representation and participation in public and political life. Identifying challenges women face towards holding leadership positions and finding innovative solutions to ensure evidence-based interventions is also among the goals of the program.
The initiative of setting up the TLGE Training center is in alignment with international, national and regional normative frameworks such as the SDGs, the 10-year development plan of Ethiopia and gender machineries sector plan both at federal and regional level to ensure the equal participation and effective representation of women in leadership and decision-making positions in Ethiopia.
Currently, a series of knowledge products including training curriculum, facilitators guide and learner’s handbook which is required to kick start a comprehensive capacity building program for women leaders have been developed and piloted. The knowledge products are intended for use by lead trainers for the training center and other partners that are working to empower women in leadership and increase their representation and participation in decision making positions. With a view to ensure the availability of a pool of trainers that can deliver training for women leaders, UN Women in collaboration with Amhara BoWCYA and Bahir Dar University organized a first round TOT focusing on adult learning techniques in December 2019. Currently the UN Women is organizing a second round TOT combining adult learning skills together with the content of the TLGE Training curriculum that is being used for TLGE trainings.
This TOR is therefore prepared to guide the selection of trainees for the second round technical TOT for a TLGE Training Center.
Objective
The TLGE Training Center aspires to become a training program that delivers a powerful learning and transformative experiences for young and adult women leaders to ensure that they are gender transformative leaders by improving their capability, capacity, productivity, and performance in leadership. In order to achieve this, the program should have qualified trainers that can deliver the message in the training modules comprehensively and impactfully. Accordingly, the second round TOT has the objective of capacitating participants in the following areas:
- Identify characteristics, preferences and expectations of the adult learner
- Prepare for training and identify trainees learning style and implications for training
- Introduce a training session effectively
- Present the TLGE training curriculum effectively
- Create and use visual aids to support the TLGE trainings
- Demonstrate new and effective facilitation skills, behaviors and techniques
- Ask and answer questions appropriately
- Follow guidelines for giving and receiving constructive feedback
- Explain how to conclude a training session effectively
- Manage difficult situations in the classroom
Trainers and Trainees
Trainers: The lead trainer will be an international consultant certified to deliver TOTs.
Trainees: The training is expected to be attended by a maximum of 30 participants. Selection will be made both online and offline targeting qualified applicants with training experience on the area of gender equality and transformative leadership in addition to those trainees that are selected as they will potentially be directly deployed to organize and manage trainings in the TLGE Training Center.
Expected outcome
A network of qualified and trained trainers that have mastered the training cycle and can manage TLGE Training sessions professionally based on Bahir Dar University TLGE Training curriculum.
Training component
The training will have two sets of components where one focuses on mastering the training cycle and managing sessions while the other will focus on ensuring that trainees get used to BDU Curriculum on TLGE for later application.The technical element of the TOT will cover content from preparing a training to reporting success of trainings while at the same time managing sessions professionally where issues such as creating comfortable environments to diffusing gender bias is covered.
DUTIES AND RESPONSIBILITIES
- The TOT is expected to take place over a period of 5 days tentatively from 15-19 November 2021 at Bishoftu, Adama.
- The TOT will use an interactive methodology in order to engage participants actively in the learning process. During the training, the trainer will act as both instructor and facilitator, using a variety of learning methods to help trainees share experiences and learn through participation in activities such as group discussions, case studies, role-playing, and games. At the same time, trainees will be guided to develop their own action plan for applying new skills.
- During the training each participant will deliver 5-15 minutes presentation based on the BDU TLGE Training Module where they will receive feed back from their peers and from the trainer.

REQUIRED SKILLS AND EXPERIENCE
Education
- Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required
Experience
- At least five years’ professional experience as a trainer on gender equality, leadership, transformative leadership … etc
- Substantive knowledge in the area of Gender equality, gender mainstreaming and women’s participation in leadership.
- Experience in working and communicating in a multicultural environment.
- Currently working in Ethiopia
- Experience in delivery of adult trainings.
Language
- Fluency in written and oral English and Amharic is required.
- Knowledge of other local languages is an asset.
